Government Advances Rural Development with New Convergence Framework

On June 24, 2026, a critical inter-ministerial meeting was held at Kartavya Bhavan in New Delhi to discuss the Draft Convergence Framework under the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025. Chaired by Shri Rohit Kansal, Secretary of the Department of Rural Development, the consultation gathered representatives from 18 different ministries and departments, emphasizing a unified governmental approach to rural development.

Operationalizing the VB-G RAM G Act

The gathering served as a preparatory step ahead of the VB–G RAM G Act’s launch on July 1, 2026. Discussions revolved around aligning the Act’s vision with grassroots Panchayati Raj Institution-led planning and the principle of convergence, which aims to address interrelated rural development issues, including water security, livelihood opportunities, infrastructure, climate resilience, and local economic development.

Pillars of Convergence

During the meeting, Shri Kansal pointed out that convergence forms a crucial corner of the VB–G RAM G Act. He stated that the Act promotes a “Single Plan – Multi Funding” strategy, allowing various schemes to collaborate toward shared developmental goals while preserving their specific mandates. This approach is designed to maximize resources and ensure a cohesive strategy in addressing rural needs.

The Viksit Gram Panchayat Plan

The Department introduced the Draft Convergence Framework, highlighting the Viksit Gram Panchayat Plan (VGPP) as the primary tool for rural development planning at the Gram Panchayat level. Crafted through community involvement and sanctioned by the Gram Sabha, the VGPP intends to synchronize local requirements with available resources and investments from various Central and State schemes.

A Bottom-Up Approach

The framework emphasizes a bottom-up planning structure where development priorities set by Gram Sabhas are compiled and aligned through Panchayati Raj Institutions. This method is intended to direct public investments towards priorities identified locally, leading to more effective and sustainable rural development outcomes.

Thematic Areas and Permissible Works

The meeting also examined the thematic focus areas and permissible works defined under the Act. The VB–G RAM G Act categorizes rural development interventions into four key areas: Water Security, Core Rural Infrastructure, Rural Livelihoods, and Special Works for Extreme Weather Mitigation. An interim list of 318 permissible activities has been issued, covering areas such as natural resource management, rural infrastructure, and disaster preparedness, which present ample opportunities for sectoral convergence.

Next Steps and Collaboration

Participants engaged in detailed discussions regarding strategies for enhancing technical and financial convergence, identifying schemes that could align, improving digital interoperability, and formulating institutional mechanisms for coordinated implementation and evaluation. Significant feedback was collected from the various ministries and departments on the Draft Framework.

The Convergence Framework is anticipated to be implemented alongside the VB–G RAM G Act on July 1, 2026, which is expected to foster decentralized planning, optimize public investments, and promote integrated rural development through a cohesive whole-of-government approach.
