India-US Trade Agreement Expected to Be Finalized Before July 24

India and the United States are nearing the finalization of a trade deal, with negotiations intensifying following high-level discussions in New Delhi. Commerce and Industry Minister Piyush Goyal met with U.S. Trade Representative Jamieson Greer to push for an interim trade pact before July 24, when a temporary 10% tariff on imports from trading partners is set to expire. The talks come after a meeting between Prime Minister Narendra Modi and U.S. President Donald Trump at the G7 summit, which revitalized the trade discussions.

The U.S. Embassy in India emphasized the mutual benefits of the trade partnership, stating that stronger ties would create American manufacturing jobs while supporting India’s growth. Goyal expressed optimism about the negotiations on social media, welcoming Greer and his delegation to the Department of Commerce.

What is on the table

The current discussions aim to rework a framework agreement announced in February, which was impacted by a U.S. Supreme Court ruling that invalidated previous tariff commitments. India is focused on securing preferential tariff treatment, as changes in U.S. tariff policy have diminished its competitive edge against countries like Vietnam. Under the initial framework, the U.S. had agreed to lower tariffs on Indian goods to 18%, which was below rates for several competing exporters.

India has proposed reducing or eliminating tariffs on various U.S. industrial and agricultural products, including dried distillers’ grains and tree nuts. Additionally, India plans to make significant purchases from the U.S. over the next five years, including energy products and technology goods, amounting to $500 billion. Finance Minister Nirmala Sitharaman also met with the U.S. delegation to discuss enhancing bilateral trade and economic cooperation.

Pending roadblocks

The negotiations face challenges due to the altered tariff landscape. The U.S. Supreme Court’s decision in February led to a temporary 10% tariff on all countries, which is set to expire soon. The February joint statement included provisions allowing either country to modify commitments in response to changes in tariff conditions. Furthermore, the U.S. has initiated Section 301 investigations into around 60 economies, including India, focusing on industrial capacity and labor practices.

Trade talks till now

Recent discussions have centered on finalizing the framework deal. On June 15, Commerce Secretary Rajesh Agrawal indicated that the focus was on concluding the agreement. President Trump stated on June 17 that the two countries were “very close” to finalizing the deal. Earlier, Goyal expressed confidence that India and the U.S. were on track to resolve outstanding issues in the interim trade pact, with expectations to implement the first phase of the Bilateral Trade Agreement by mid-next month. The negotiations for the BTA were formally launched on February 13, 2025.
