Key Resolutions Arise from Commonwealth Parliamentary Conference in Chandigarh

The Commonwealth Parliamentary Association (CPA) India Region Zone-II (North Zone) Conference concluded today in Chandigarh, following an inauguration yesterday by Lok Sabha Speaker Shri Om Birla. The two-day event brought together lawmakers and policymakers from multiple states, culminating in a valedictory address by Haryana’s Governor, Prof. Asim Kumar Ghosh.

During his address, Speaker Birla highlighted the pressing issue of frequent disruptions within legislative houses, which he deemed a significant threat to democratic institutions. He emphasized that the resolution to these disturbances lies within the legislative bodies themselves, advocating for conduct that aligns with public expectations and emphasizes conversation and substantive discussion. “The conduct of our leadership shapes society,” Birla stated, urging public representatives to act in an exemplary manner to ensure the welfare of every citizen.

Birla expressed his satisfaction with the successful hosting of the conference, noting the valuable exchange of ideas and experiences among the participating representatives. The gathering concluded with the adoption of four pivotal resolutions designed to enhance the effectiveness, accountability, and accessibility of legislative institutions.

The Speaker articulated that the aspiration for a Developed India, referred to as Viksit Bharat, is fundamentally anchored on robust parliamentary structures. He asserted that to realize this vision, it is critical to boost public participation, leverage technology, improve legislators’ capabilities, engage citizens in the policy-making process, and raise awareness about constitutional rights and responsibilities. Birla stressed that these resolutions would serve as a foundation for progress, reinforcing the importance of collective collaboration between states and the central government.

In a call for innovative ideas and practices, Birla remarked that the 21st century is set to become India’s century, advocating for heightened involvement of youth and women in democratic processes. He emphasized the necessity to ingratiate constitutional awareness and civic duty from an early age, asserting that the development of states must underpin the broader national progress.

The conference saw participation from leaders across 12 states, including Haryana, Punjab, Himachal Pradesh, Jammu & Kashmir, and Delhi, as well as representatives from Madhya Pradesh, Maharashtra, Goa, Uttar Pradesh, Rajasthan, Sikkim, and West Bengal. The gathering also featured remarks from Rajya Sabha Deputy Chairman Shri Harivansh and Haryana Legislative Assembly Speaker Shri Harvinder Kalyan, with a vote of thanks presented by Deputy Speaker Shri Krishan Lal Middha.

Among the resolutions adopted were:

  • Enhancing outreach and public awareness initiatives to promote constitutional values and responsible tech usage to foster an empowered society.
  • Strengthening legislators’ capacities through ongoing training, best practice sharing, and modern research support.
  • Improving legislative oversight to bolster citizen trust and participation in policy formulation.
  • Encouraging the adoption of digital technology and data-driven decision-making to improve transparency and service delivery efficiency.

The conference served as a crucial platform for discussing the future of India’s legislative processes and the shared commitment to building a nation that thrives through enhanced democratic participation.
