Government Advances Transgender Rights at Council Meeting

In a significant move towards the empowerment of transgender individuals, the National Council for Transgender Persons (NCTP) convened on June 3, 2026, in New Delhi. Chaired by Dr. Virendra Kumar, the Hon’ble Union Minister of Social Justice and Empowerment, the meeting saw active participation from Council members and ministers, including Shri Ramdas Athawale and Shri B L Verma, both Ministers of State for Social Justice and Empowerment.

The NCTP serves as a crucial advisory body, guiding the government on policies and programs that protect the rights and enhance the welfare of transgender persons throughout India. During the meeting, Council members were updated on the various initiatives under the SMILE (Transgender) scheme, which focus on the social inclusion and empowerment of transgender individuals.

As part of the ongoing efforts, the Council learned that 23 Garima Grehs, 26 Transgender Protection Cells, and 30 Transgender Welfare Boards are now operational across the country. These establishments act as vital resources and support systems for the transgender community.

Furthermore, over 49,000 transgender individuals have benefited from skill development and capacity-building programs run by the National Institute of Social Defence (NISD). Henceforth, the Garima Grehs helped 821 transgender persons secure employment, along with a project that aims to train 1,800 individuals through an Entrepreneurship Development Program.

The discussions also extended to enhancing welfare and employment opportunities. The Council exchanged ideas on raising awareness, promoting economic empowerment, improving financial inclusion, and ensuring effective grievance redressal mechanisms.

Members presented valuable suggestions regarding healthcare, education, housing, livelihood opportunities, social security, and protection from discrimination for transgender individuals. They emphasized the need to increase awareness and sensitization efforts among government agencies, service providers, employers, and educational institutions.

Dr. Virendra Kumar reaffirmed the government’s steadfast commitment to dignity, equality, and social justice for transgender persons. He highlighted the importance of coordinated actions among Central Ministries, State Governments, financial institutions, and civil society organizations to enhance access to critical services and sustainable livelihoods.

The Minister also stressed the necessity for further sensitization of all stakeholders, alongside strengthening institutions like Transgender Protection Cells at various governmental levels. He acknowledged the constructive contributions from Council members and reiterated the government’s determination to collaborate closely with the transgender community to ensure their welfare and social inclusion.

Shri Ramdas Athawale proposed considering a dedicated survey in the future to collect comprehensive data, which could inform evidence-based policies and targeted interventions. The meeting concluded with a renewed commitment to accelerate the empowerment and welfare of transgender individuals, reinforcing the importance of unified efforts to ensure dignity and equal opportunities for all.
