India Releases Guidelines for District Domestic Product Estimates

The National Statistics Office (NSO), under the Ministry of Statistics & Programme Implementation (MoSPI), has officially unveiled the finalized guidelines for compiling District Domestic Product (DDP) estimates with a new base year of 2022-23. This release follows a period of consultation with stakeholders including states, Union Territories (UTs), academic institutions, researchers, and users of sub-state level statistics. The guidelines were made available on the MoSPI’s official website on April 7, 2026.

After a thorough review of feedback received from various parties, MoSPI has established a comprehensive framework to standardize DDP estimates across the country. The goal is to ensure consistency and comparability in economic data at the district level, adhering to methodological standards established with the revised base year. These guidelines detail the concepts, coverage, data sources, estimation procedures, and methodologies necessary to calculate Gross District Domestic Product (GDDP), Net District Domestic Product (NDDP), and per capita income for each district.

Framework for District-Level Economic Estimates

The guidelines advocate for a bottom-up approach to compiling DDP estimates wherever possible, relying on available district-level data. In sectors lacking sufficient district-specific information, the guidelines recommend using appropriate top-down approaches alongside suitable allocation indicators to derive consistent district-level economic estimations.

Currently, 26 states and UTs are actively engaged in compiling District Domestic Product (DDP) estimates. MoSPI is working diligently to ensure that all states and UTs follow a uniform methodology for these estimates. The finalized guidelines are anticipated to streamline estimation practices throughout the country and bolster institutional frameworks for the preparation of district-level economic statistics.
