India Unveils Plan for City-Level Employment Reports
The Indian government is set to enhance its statistical capabilities by developing city-level employment and enterprise reports for over 47 cities with populations exceeding one million. This initiative, led by the National Statistics Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI), aims to address the current gaps in official urban statistics, which are crucial for effective policy-making and planning in a rapidly urbanizing economy.
As cities play an increasingly vital role in driving economic growth and employment, having robust data is essential. The proposed reports will be based on existing data sources, including the Periodic Labour Force Survey (PLFS) and the Annual Survey of Unincorporated Sector Enterprises (ASUSE). These two surveys will provide statistically reliable estimates, ensuring a comprehensive understanding of urban labor dynamics.
Details of the Initiative
The initiative outlines the creation of two annual thematic reports aimed at delivering valuable insights into urban economies. The first report will present an Employment Profile of Million-Plus Cities, featuring key labor market indicators such as the Labour Force Participation Rate, Worker Population Ratio, and Unemployment Rate. The second report will focus on the City-Level Profile of Unincorporated Sector Enterprises, shedding light on the scale, structural characteristics, employment figures, and economic performance of the urban informal sector.
This move to develop city-level statistical reports represents a significant shift in India’s approach to data collection and analysis, aligning it with the needs of a burgeoning urban landscape. Call for Stakeholder Engagement

A consultation paper detailing the plans is now available on the MoSPI website, inviting public input for refinement.
Interested parties are encouraged to submit their comments and suggestions to the designated email addresses by May 15, 2026. This collaborative approach is aimed at ensuring that the city-level reports effectively meet the needs of policymakers and stakeholders alike.
