Government Revises ATF Regulations to Permit Blending of Aviation Turbine Fuel with Synthetic Alternatives

The Ministry of Petroleum and Natural Gas has taken a significant step by amending the framework for aviation turbine fuel (ATF), allowing for the blending of ATF with synthetic fuels. This change aims to clarify fuel standards as the aviation industry increasingly turns to alternative and blended fuels. The revised regulations come at a time when global energy shipments are under pressure, particularly due to geopolitical tensions in the Strait of Hormuz.

New Regulations for Aviation Fuel

The recent amendment to the Aviation Turbine Fuel (Regulation of Marketing) Order introduces a broader definition of ATF. It now encompasses not only traditional hydrocarbon mixtures that comply with IS 1571 specifications but also blends that include synthesized hydrocarbons in line with IS 17081. This update is crucial as it reflects the industry’s shift towards more sustainable fuel options. The amendment, officially titled the Aviation Turbine Fuel (Regulation of Marketing) Amendment Order, will become effective upon publication in the Official Gazette.

Additionally, the amendment modifies existing provisions from the 2001 regulation. Notably, it replaces sub-clause (ii) of clause 2 with the new definition of ATF and removes the reference to “IBP Co. Limited” in sub-clause (v). The enforcement provisions have also been revised, with clause 8(C) now stating that the search and seizure regulations from the Bharatiya Nagarik Suraksha Sanhita, 2023, will apply to this order. These changes are expected to enhance regulatory clarity and facilitate the adoption of alternative fuels in the aviation sector.

Assurance of Fuel Supply Stability

In light of the recent regulatory changes, the Indian Oil Corporation Limited (IOCL) has assured consumers that there is no disruption in fuel supplies across northern India. Ashutosh Gupta, Executive Director and State Head of IOCL Punjab State Office, confirmed that petrol and diesel stocks are stable. He stated that there is currently a stock of 12 days of petrol and 16 days of diesel at their depots and terminals. Gupta emphasized that there is no cause for concern regarding fuel availability, as retail outlets also report adequate stock levels.

At retail locations, petrol is available for approximately 13 days, while diesel stocks can last about six days. This stability is crucial for consumers, especially amid rising demand and potential supply chain challenges. Gupta also addressed the situation regarding liquefied petroleum gas (LPG), noting that while supplies remain steady, the delivery timelines have increased due to heightened demand.

Impact of Geopolitical Tensions

The backdrop of these developments includes ongoing geopolitical tensions, particularly in the Strait of Hormuz, which have strained global energy shipments. Gupta highlighted India’s reliance on imports for its LPG needs, with approximately 60% of the country’s requirements met through imports, predominantly from Middle Eastern nations. Despite these challenges, he reassured that domestic refineries in Panipat and Bathinda are effectively meeting around 80% of LPG demand in Punjab and Chandigarh.

The increase in LPG bookings has led to extended delivery periods, which have risen from an average of two days to about six days. However, essential services such as hospitals, educational institutions, and pharmaceuticals continue to be prioritized in the distribution process. Gupta noted a significant rise in digital bookings for LPG, which have surged from 81% to 93%, indicating a shift towards more efficient ordering methods.

As the aviation sector adapts to new fuel standards and the global energy landscape evolves, the Indian government and oil companies are working to ensure a stable supply of fuel. The recent amendments to the ATF regulations reflect a commitment to sustainability and innovation in the aviation industry. With assurances from IOCL regarding fuel availability and ongoing efforts to streamline LPG distribution, consumers can remain confident in the stability of fuel supplies in the near future.
