NHRC to Address Bonded Labour Cases in Uttar Pradesh Online Hearing

The National Human Rights Commission (NHRC) of India will conduct a significant online hearing on April 16, 2026, focusing on 216 cases of alleged bonded labour in brick kilns across Uttar Pradesh. Scheduled for 11:30 am at the NHRC headquarters in New Delhi, the virtual session will be presided over by NHRC Chairperson Justice V. Ramasubramanian, highlighting the Commission’s ongoing commitment to combat bonded labour and enforce the provisions of the Bonded Labour System (Abolition) Act of 1976, as mandated by the Supreme Court of India.

The NHRC has mandated the attendance of key officials during the hearing. The Chief Secretary of Uttar Pradesh, or an appointed nominee, the Labour Commissioner, and all relevant District Magistrates (DMs) are required to participate. They will be tasked with presenting detailed reports on their actions regarding the identification, release, skill training, and rehabilitation of bonded labourers. In addition, these officials will discuss the registration efforts of these individuals on the e-Shram portal.

Hearing Focus Areas

Several critical areas will be addressed during the hearing:

  • Evaluation of actions taken by District Magistrates in response to complaints forwarded by the NHRC, including compliance with the Bonded Labour System (Abolition) Act.
  • Review of rehabilitation packages, which incorporate financial aid, skill training, and initiatives for alternate livelihoods.
  • Update on progress regarding e-Shram portal registrations aimed at securing social security benefits for rescued laborers.
  • Preventative strategies to avoid the recurrence of bonded labour in the identified districts.

This hearing is part of the NHRC’s continuous efforts in addressing bonded labour through both sua sponte interventions and specific complaints received by the Commission. By focusing on these cases, the NHRC aims to reinforce its dedication to safeguarding human rights and enhancing the lives of those vulnerable to exploitation.
