India Strengthens Trade Logistics Amid West Asia Challenges

The Government of India is taking proactive steps to address the evolving logistics challenges arising from ongoing geopolitical developments in West Asia. High-level meetings have been convened to tackle issues affecting packaging, shipping, and overall trade, ensuring the stability of India’s export ecosystem.

Two significant meetings recently took place, led by key government officials, including the Commerce Secretary and the Secretary of the Ministry of Ports, Shipping and Waterways (MoPSW). These gatherings brought together senior officials, port authorities, shipping agencies, Export Promotion Councils (EPCs), industry representatives, and other stakeholders, aiming to collaboratively address the pressing challenges in trade.

Focus on Supply Chain Disruptions

The first meeting, chaired by the Commerce Secretary, delved into the supply chain disruptions, specifically regarding the availability of packaging materials and related components. Participants noted the impact of geopolitical tensions on the prices and availability of essential petrochemical inputs like polymers and resins, which have led to increased packaging costs across various sectors. This situation poses particular challenges for Micro, Small, and Medium Enterprises (MSMEs), already facing higher input costs.

Industry experts highlighted that these supply chain stresses are affecting multiple sectors, including apparel, leather, telecom, and medical devices. While stakeholders acknowledged the government’s ongoing support, they emphasized the need for uninterrupted availability of crucial inputs, such as LNG, helium, and petrochemical derivatives, along with prompt GST refunds to enhance liquidity.

Logistics and Shipping Solutions

The second meeting, co-chaired by MoPSW and Commerce officials, served as a collaborative platform to resolve logistics and shipping-related concerns. The discussion was comprehensive, involving representatives from Customs and focusing on documentation processes and the availability of shipping benefits, air freight costs, railway concessions, and bunker fuel. This proactive approach reflects the government’s commitment to alleviating operational challenges.

Stakeholders were informed about the current state of vessel availability and cargo handling, with reports indicating smooth movement of cargo and minimal constraints. The Chairman of the Central Board of Indirect Taxes and Customs (CBIC) outlined various initiatives implemented to streamline cargo clearance at ports.

Future Provisions and Ongoing Coordination

The meetings also addressed issues regarding hazardous cargo, with Customs agreeing to evaluate specific destuffing procedures for improved efficiency. Moreover, exporters were encouraged to report specific issues promptly to ensure swift resolutions.

In light of the discussions, the Ministry of Ports, Shipping and Waterways has directed all ports and terminal operators to enhance operational transparency and efficiency. Key measures include publishing information on concessions for cargo and vessels, assessing bunker fuel availability, and expediting the removal of stranded containers. This initiative aims to reinforce the resilience of India’s trade systems.

The government remains committed to closely monitoring the trade landscape and engaging stakeholders to swiftly resolve operational challenges. Through coordinated efforts involving the Department of Commerce, MoPSW, and CBIC, India’s trade logistics will continue to adapt, safeguarding national interests and supporting businesses amid evolving challenges.
