Government Launches Initiative to Enhance Emergency Care Services

In a significant move to strengthen emergency healthcare across India, the Union Government has announced plans to boost emergency and trauma care capacities by 50% in district hospitals. As part of the Post-Budget Webinar series themed “Sabka Saath Sabka Vikas – Fulfilling Aspirations of People,” experts gathered to discuss the implications of this essential initiative outlined in the Union Budget 2026–27.
The decision comes in response to the alarming health-related financial burdens faced by families, particularly those from disadvantaged backgrounds, during emergencies. The government aims to establish dedicated Emergency & Trauma Care Centres that can effectively cater to the rising demands for immediate medical intervention.
Gathering of Health Experts and Stakeholders
The breakout session attracted a diverse group of stakeholders, including policymakers, public health professionals, clinicians, and representatives from various state governments. Their discussions focused on strategies for improving emergency care systems and ensuring the successful implementation of the budget’s directives.
Addressing an Urgent Health Crisis
India grapples with a range of emergency health situations—ranging from road traffic accidents to heart attacks and strokes—that necessitate rapid response, particularly within the critical “golden hour.” Despite a large volume of emergency cases, many district hospitals lack sufficient emergency beds, a gap that experts identified as an urgent priority for infrastructure development.
Enhancing pre-hospital emergency response systems and integrating the 112 Emergency Response Support System (ERSS) with ambulance networks were highlighted as vital measures to ensure timely medical assistance. The need for cohesive collaboration among emergency services and improved operational readiness was also emphasized during the session.
Building Infrastructure and Workforce
Panelists discussed transformative solutions for district hospitals, including converting existing casualty wards into fully functional Emergency Care Departments equipped with essential facilities such as triage areas, resuscitation units, and diagnostic centres. Additionally, the swift establishment of Emergency & Trauma Care Centres and the procurement of necessary equipment were pivotal topics of focus.
Capacity building of healthcare personnel through structured training programs for doctors, nurses, and paramedics emerged as a critical component of this initiative. Expanding education in Emergency Medicine and creating a dedicated Emergency Medical Officer cadre are also on the agenda to ensure a proficient workforce for future demands.
Digital Integration and Data Utilization
The discussions embraced the importance of digital technology in emergency healthcare delivery. Establishing State Trauma Registries, linking them with a National Trauma Registry, and enhancing digital platforms for real-time trauma monitoring were covered as strategies to bolster evidence-based policy and improve patient outcomes.
Innovative state-level practices in emergency transport systems and data-driven planning were also noted as potential avenues to optimize ambulance deployment and decrease response times. This collective knowledge aims to help frame actionable recommendations for enhancing emergency care.
Calls for Systematic Strategies
Dr. V.K. Paul of NITI Aayog, who moderated the session, stressed that real change requires more than just infrastructure—effective service delivery must be a focus. Emphasizing the need for meticulous monitoring of key performance indicators, he called for greater integration of hospital systems, ambulance networks, and government initiatives, all supported by up-to-date digital technologies.
