Impact of US-Israel-Iran Conflict on Oil Supplies: India’s Strategy for Economic Resilience

India is taking proactive steps to mitigate potential fuel shortages amid rising geopolitical tensions in West Asia, particularly concerning the Strait of Hormuz, a crucial maritime route for oil transport. With concerns about supply disruptions, the government is exploring various emergency measures, including curbing fuel exports and increasing crude oil imports from Russia. Although officials assert that there is currently no immediate scarcity, refiners are actively seeking alternative crude sources to ensure stability in fuel supply.

Government’s Strategy to Manage Fuel Supply

In light of the escalating situation, the Indian government is considering measures to prioritize domestic fuel availability. Reports indicate that officials are contemplating reducing exports of petrol and diesel to ensure that more of these products remain in the local market. Currently, India exports about one-third of its petrol and a quarter of its diesel production. The government is also looking into increasing the output of liquefied petroleum gas (LPG) to secure supplies for consumers.

Refiners have begun discussions with traders to secure capacity in anticipation of potential disruptions. The International Energy Agency has noted that India exported 5.9% of its petroleum output in 2023, with significant shipments going to markets such as the Netherlands, the UAE, and the US. As the situation evolves, the Reliance Industries Limited refinery at Jamnagar remains a key player in the export market, but the focus is shifting towards ensuring that domestic needs are met first.

Concerns Over LPG and LNG Supplies

LPG supply is a critical concern for India, which imports approximately 60-65% of its consumption, primarily from Gulf nations. Current inventories are reportedly sufficient for less than two weeks if new supplies are halted. To address this, major oil companies like Indian Oil Corporation and Bharat Petroleum Corporation Limited are ramping up LPG production at select refineries.

Industry experts warn that without fresh shipments, existing stockpiles could dwindle quickly. India’s crude oil reserves are estimated to last around 17-18 days, while refined products like petrol and diesel could sustain consumption for about 20-21 days. Liquefied natural gas (LNG) inventories are also limited, covering only 10-12 days of demand. The government is evaluating increased purchases of Russian crude as a contingency plan, while companies maintain a diversified sourcing strategy to mitigate risks.

Stable Fuel Prices Amidst Global Tensions

Despite the rising global oil prices due to geopolitical tensions, Indian officials have indicated that there will be no immediate increase in petrol and diesel prices. Oil marketing companies are currently following a calibrated pricing strategy, absorbing losses when international rates rise. Retail fuel prices have remained unchanged since April 2022, providing some stability for consumers.

In response to the recent disruptions, including drone strikes affecting Saudi Aramco facilities and halts in LNG exports by QatarEnergy, Petroleum Minister Hardeep Singh Puri convened a meeting with industry leaders to assess the situation. The oil ministry has assured that it is closely monitoring developments and will take necessary measures to maintain supply and affordability of petroleum products.

Support for Exporters Amid Uncertainty

The Indian government is also extending support to exporters facing challenges due to the ongoing tensions in West Asia. A recent meeting highlighted concerns over risks to perishable goods in transit, rising freight costs, and potential delays in shipments. Authorities are considering establishing a monitoring mechanism to enhance coordination among agencies and address emerging issues swiftly.

The government has expressed its commitment to facilitating trade and is open to procedural relaxations in cases of genuine disruption. Coordination with customs officials and financial institutions is also being prioritized to ensure timely clearances and alleviate operational bottlenecks for exporters. This proactive approach aims to safeguard both domestic fuel supplies and the interests of exporters during these uncertain times.
