India Launches Digital Food Currency Pilot in Gujarat

The Government of India has officially launched a unique pilot program for a Central Bank Digital Currency (CBDC)-based Digital Food Currency in Gujarat. The initiative was inaugurated by Union Home Minister Amit Shah, alongside Union Minister for Consumer Affairs, Food and Public Distribution, Sh. Pralhad Joshi, and Gujarat Chief Minister Sh. Bhupendra Patel. This pilot program aims to enhance the transparency and efficiency of the Public Distribution System (PDS) while empowering beneficiaries within India’s expansive food security framework.

Transforming Food Distribution Through Technology

During the inauguration, Minister Prahlad Joshi emphasized that the introduction of CBDC in the PDS symbolizes a crucial step towards fostering transparency and efficiency throughout the system. He noted that the PDS is the largest food distribution network globally, catering to over 800 million beneficiaries, and continues to adapt through technology-driven reforms. With the slogan, “Har Dana, Har Rupiya, Har Adhikar,” the initiative aims to enhance awareness regarding entitlements, simplify access to resources, and strengthen accountability in delivering subsidized food grains.

A New Way to Access Food Grains

The CBDC framework will allow beneficiaries to receive digital coupons directly credited from the Reserve Bank of India as programmable digital currency (e₹). With this system, individuals can redeem their entitled portions of food grains at Fair Price Shops (FPS) using the provided CBDC coupons or voucher codes. This pilot aims to tackle challenges related to biometric authentication and e-POS operational issues, ensuring secure, traceable, and real-time transactions.

Collaboration for a Common Goal

This initiative has been developed collaboratively by the Government of India, the Reserve Bank of India, and the Government of Gujarat, targeting districts including Ahmedabad, Anand, Valsad, and Surat. Plans to expand the pilot to the Union Territories of Chandigarh, Puducherry, and Dadra & Nagar Haveli and Daman & Diu are already in place.

Expected Benefits of Digital Currency

Home Minister Amit Shah hailed the pilot as a significant enhancement of the Digital India vision within the PDS framework, praising the collective efforts to make the system more transparent and corruption-free. He stated that nearly half of the digital transactions globally occur in India, and the integration of CBDC will further the government’s goal of “Minimum Government, Maximum Governance,” allowing beneficiaries to receive their entitled food grains with greater awareness and clarity.

In this new system, beneficiaries’ digital wallets will hold programmable Digital Rupees, enabling transactions at Fair Price Shops through seamless QR code or coupon code methods. It simplifies access by eliminating repetitive biometric checks, improves transaction efficiency, and generates a real-time digital trail in governance, enhancing monitoring, transparency, and accountability.

Continuing the Digital Transformation Journey

The Department of Food and Public Distribution has been working diligently on digital transformation initiatives for India’s food security for several years. Key initiatives include the end-to-end digitization of ration cards, nationwide portability of the One Nation One Ration Card (ONORC) scheme, and implementing data-driven validation measures. The CBDC-based Digital Food Currency pilot marks a significant evolution in these reform efforts by integrating a programmable sovereign digital payment layer into the PDS.

The pilot program, initiated with a limited set of beneficiaries, is anticipated to be a transformative leap towards merging innovative technology with welfare delivery, reinforcing transparency, and creating a more efficient and accountable governance structure for last-mile service delivery.
