PM RAHAT Scheme Launched for Road Accident Victims

In a significant move aimed at enhancing emergency medical response, the Prime Minister has formally launched the PM RAHAT (Road Accident Victim Hospitalization and Assured Treatment) Scheme from the newly established _Seva Teerth_. This initiative reflects a commitment to service and compassion, ensuring that lives are saved by providing immediate medical assistance to road accident victims, regardless of their financial situation.
India faces a dire road safety challenge, with numerous fatalities each year that could be prevented with timely medical interventions. Research suggests that nearly 50% of road accident deaths could be avoided if victims receive hospital care within the critical first hour. The PM RAHAT scheme prioritizes these life-saving measures, ensuring that hospitals have financial assurances and establishing a coherent emergency response system for accident cases.
Integration with Emergency Services
The scheme incorporates the Emergency Response Support System (ERSS) 112 helpline, which facilitates quick access to hospitals for accident victims. Both bystanders and Good Samaritans can call 112 to locate the nearest designated hospital and request ambulance services, streamlining communication among emergency responders, police, and medical facilities.
Cashless Treatment Guarantee
Under PM RAHAT, all eligible road accident victims are entitled to cashless treatment worth up to ₹1.5 lakh for a duration of 7 days post-accident. Stabilization treatments will extend for up to 24 hours for non-life-threatening incidents and up to 48 hours for critical cases, contingent upon police verification through an integrated digital system.
Efficiency Through Technology
The implementation of PM RAHAT is backed by advanced technology, linking the Electronic Detailed Accident Report (eDAR) from the Ministry of Road Transport and Highways with the Transaction Management System (TMS 2.0) of the National Health Authority. This ensures a smooth digital transition from reporting an accident to hospital admission, police verification, treatment management, claim processing, and final payments. Timely police confirmation is mandated — 24 hours for non-critical cases and 48 hours for critical cases — balancing accountability with the urgent needs of emergency care.
Financial Assurance for Hospitals
Financial reimbursement for hospitals will be processed through the Motor Vehicle Accident Fund (MVAF). Payments will be sourced from contributions by General Insurance Companies for incidents involving insured vehicles. In cases with uninsured or Hit & Run incidents, funding will come from the Government of India’s budget. Claims sanctioned by the State Health Agency will be disbursed within 10 days, ensuring that hospitals can provide uninterrupted treatment.
Addressing Grievances
A dedicated Grievance Redressal Officer, appointed by the District Road Safety Committee under the oversight of the District Collector or Magistrate, will handle complaints from road accident victims, enhancing accountability at the district level.
The launch of PM RAHAT from Seva Teerth signifies a proactive approach by the government, placing citizen welfare at the forefront.
