Security Council Issues Press Statement Regarding South Sudan
The United Nations Security Council has expressed deep concern over the escalating violence in Jonglei and Eastern Equatoria, as well as across South Sudan. In a press statement issued by Council President James Kariuki of the United Kingdom, members emphasized the need for accountability under international law for those responsible for war crimes. They urged all parties to halt hostilities and engage in peaceful dialogue, warning that ongoing violations of the peace agreement are exacerbating humanitarian crises and hindering the United Nations Mission in South Sudan (UNMISS) in fulfilling its mandate.
Call for De-escalation and Peaceful Dialogue
The Security Council has strongly urged all factions involved in the conflict to de-escalate tensions and immediately cease hostilities. The members highlighted that the current situation is not only undermining stability but also worsening humanitarian needs across the country. Concerns Over Base Closures
The Security Council raised alarms regarding demands to close critical bases in Wau and Bentiu. They warned that such closures could significantly threaten the operations of both UNMISS and the United Nations Interim Security Force for Abyei (UNISFA). The members stressed that closing these bases would weaken the missions’ capacity to protect civilians and facilitate aid delivery. Additionally, they cautioned that relocating troops and equipment due to base closures could disrupt the mandates and operations of these missions, further complicating the already fragile situation in South Sudan.
Commitment to Peace and Stability
In their statement, the Security Council welcomed ongoing efforts by the African Union, the Intergovernmental Authority on Development (IGAD), and the Under-Secretary-General for Peace Operations to advance the peace process in South Sudan. They reaffirmed their commitment to supporting the peace process and working alongside the transitional government to achieve lasting stability in the region. The Council called on South Sudanese leaders to engage in genuine inter-party dialogue regarding potential amendments to the 2018 peace agreement, emphasizing the need for an inclusive and transparent process. They reiterated their strong commitment to the sovereignty, independence, territorial integrity, and national unity of South Sudan.
