India Boosts Maritime Sector with New Shipping Reforms

The Indian government is taking significant steps to bolster its maritime industry and reduce reliance on foreign shipping. A new suite of reforms has been introduced, aimed at modernizing the legal framework governing shipping, promoting Indian-flagged vessels, and ultimately expanding the country’s indigenous fleet.

One of the cornerstone initiatives is the enactment of the Merchant Shipping Act, 2025. This law enhances the ease of doing business in the maritime sector and encourages more shipowners to register under the Indian flag. Key benefits include the Right of First Refusal (RoFR) for Indian-flagged vessels, simplified registration processes, and a host of other regulatory reforms designed to streamline operations.

Support for Shipbuilding and Financing

In addition to legislative changes, the government has identified larger shipping vessels as critical infrastructure assets, facilitating easier access to financing for ship acquisition and development. Various financial assistance programs are also in place, including the Shipbuilding Financial Assistance Scheme, the Ship Breaking Credit Note, and the Maritime Development Fund. These initiatives aim to support the long-term financing needs of the shipbuilding sector, making it more resilient and competitive.

Enhancing Maritime Safety and Security

As part of efforts to improve maritime awareness and the safety of Indian ships navigating critical chokepoints, the government has implemented robust monitoring systems. The Mercantile Marine Domain Awareness Centre (MMDAC) provides round-the-clock surveillance, while real-time incident tracking ensures quick response capabilities. Moreover, the government collaborates closely with the Indian Navy and various agencies to enhance operational readiness.

Periodic Maritime Security Advisories are issued to Indian-flagged vessels, detailing risk management strategies and compliance requirements with Standard Operating Procedures (SOPs) and Best Management Practices (BMPs). Regular dialogues with stakeholders, including shipowners, shipmasters, port authorities, and security agencies such as the Indian Coast Guard, play a crucial role in fortifying maritime preparedness and response strategies.
