Central Government Launches Major Fire Services Modernization Scheme
In a significant move to enhance fire safety across India, the Central Government has launched the “Scheme for Expansion and Modernisation of Fire Services in the States” on July 4, 2023. This initiative follows the Fifteenth Finance Commission’s recommendation to allocate Rs. 5000 crore aimed at strengthening fire services at the state level. The scheme emphasizes both expansion and modernization of fire services, ensuring that they are equipped to handle emergencies more effectively.
Under this scheme, state governments are required to contribute 25% of the total project costs, while the North-Eastern and Himalayan states will contribute just 10%. The funding will facilitate the establishment of new fire stations, the reinforcement of training centers, and the acquisition of advanced firefighting equipment. Notably, 5% of the total funds have been specifically earmarked for enhancing training facilities and capacity building for firefighters, volunteers, and community members.
As of January 31, 2026, the Central Government has approved project proposals from all 28 states, releasing a total of Rs. 1798.20 crore. This funding is crucial for the states as they embark on efforts to modernize their capabilities in firefighting and disaster management.
Training and Capacity Building Initiatives
The National Fire Service College (NFSC) in Nagpur is playing a key role in this modernization initiative. It offers advanced training in firefighting techniques and rescue operations. Additionally, the NFSC provides a four-year B.Tech degree program in Fire Engineering, recognized by the AICTE and affiliated with R.T.M Nagpur University. Over the past five years, the college has trained 4049 fire service officers and graduated 329 B.Tech engineers, significantly boosting the pool of qualified professionals in the field.
Moreover, the National Disaster Response Force (NDRF) also contributes by conducting specialized courses, such as the “Auxiliary Fire Fighting Course” for a broad range of personnel, including armed forces members and civil defense trainers, further enhancing the country’s readiness to tackle fire emergencies.
State Responsiveness and Next Steps
It is important to note that fire services fall under the jurisdiction of state governments, as described in the XII Schedule of the Constitution of India. Consequently, each state has the responsibility to implement necessary actions for supporting fire victims within their territories. The Government of India emphasizes that disaster preparedness is an ongoing priority, and under the Disaster Management Act of 2005, there have been vital advancements in disaster risk reduction strategies integrated into development planning.
