The newly launched website, accessible at https://8cpc.gov.in/, serves as a platform for the 8th Pay Commission to collect valuable input from a diverse range of participants. The Commission has invited suggestions from ministries, departments, and central government employees, among others. In a statement on the site, the Commission emphasized the importance of gathering views and opinions to inform its recommendations effectively. The deadline for submitting feedback is set for March 16, 2026.

The website also highlights that responses will be collected through a structured questionnaire, available in both English and Hindi. Importantly, the identities of those providing feedback will remain confidential, ensuring that all input is analyzed in an aggregated manner. This initiative is crucial as it aims to reshape pay scales, allowances, and pension benefits for a vast number of central government employees and pensioners.

Who Can Participate in the Feedback Process?

The questionnaire for the 8th Pay Commission is open to a wide array of participants. Eligible individuals include employees of the Government of India, employees from Union Territories, judicial officers, and court staff. Additionally, members of regulatory authorities, associations or unions representing both serving and retired employees, pensioners, researchers, academicians, and other interested stakeholders are encouraged to contribute their insights.

Implementation Timeline and Arrears for Employees

In December 2025, questions arose in the Lok Sabha regarding the timeline for implementing the 8th Pay Commission’s recommendations. Minister of State for Finance Pankaj Chaudhary addressed these inquiries but did not provide a specific date for implementation. He stated that the government would determine when the recommendations would take effect and assured that appropriate financial provisions would be made once the recommendations are accepted.

This uncertainty has led to speculation about whether government employees and pensioners will receive arrears dating back to January 1, 2026. The final decision on this matter will depend on the government’s acceptance of the Commission’s recommendations.

Calculating Arrears Under the 8th Pay Commission

Estimating arrears for central government employees under the 8th Pay Commission involves a straightforward calculation. According to Ramachandran Krishnamoorthy, Director of Payroll Services at Nexdigm, the arrears can be calculated by multiplying the difference in monthly salary by the number of months the implementation is delayed.

The revised pay will be determined by applying an approved fitment factor to the employee’s existing basic pay from the 7th Pay Commission. Arrears typically consist of the difference in basic pay and the difference in dearness allowance (DA) calculated on the revised basic pay. The total amount of arrears will depend on the duration of the delay, which could range from 18 to 24 months, impacting the financial planning of many government employees and pensioners.
