NITI Aayog Launches Sampoornata Abhiyan 2.0 for Critical Development

NITI Aayog has rolled out an ambitious initiative, ‘Sampoornata Abhiyan 2.0’, designed to elevate key performance indicators across India’s most underserved regions. This three-month campaign, running from January 28 to April 14, 2026, aims to saturate vital developmental metrics in 112 Aspirational Districts and 513 Aspirational Blocks nationwide.

The campaign was officially inaugurated by Shri B.V.R Subrahmanyam, CEO of NITI Aayog, alongside notable figures including Shri Rohit Kumar, Additional Secretary and Mission Director of the Aspirational Districts and Blocks Programme. The event brought together Planning Secretaries, District Commissioners, and development partners, highlighting a united front in the pursuit of achieving sustainable development in these regions.

Objectives and Focus Areas

Sampoornata Abhiyan 2.0 seeks to build upon the achievements of its predecessor campaign initiated in 2024. The initiative focuses on enhancing six critical performance indicators in the Aspirational Blocks, including:

  1. The percentage of children aged 6 months to 6 years receiving regular supplementary nutrition through the ICDS program.
  2. Measurement efficiency of children enrolled in Anganwadi Centres during the reporting month.
  3. The operational status of Anganwadi Centres equipped with functional toilets.
  4. The availability of drinking water facilities in operational Anganwadi Centres.
  5. The percentage of schools that provide adequate toilet facilities for girls.
  6. The percentage of bovine animals vaccinated against FMD.

Meanwhile, in the context of the Aspirational Districts, five key performance indicators are being targeted:

  1. The proportion of live births weighed at birth.
  2. The tuberculosis case notification rate in both public and private institutions.
  3. The percentage of Anganwadi centres or urban PHCs that have conducted at least one health and nutrition day in the past month.
  4. The percentage of schools with functional girls’ toilets.
  5. The percentage of vaccinated animals.

Implementation Strategy

To ensure the success of this comprehensive effort, NITI Aayog has outlined several strategies. Districts and Blocks are required to develop a detailed three-month action plan aimed at saturating these vital indicators. Continuous tracking of progress on these indicators will take place monthly, complemented by awareness and behavior change campaigns to engage communities effectively.

District-level officers will be responsible for conducting regular field visits to monitor the execution of these initiatives. This collaborative effort involves the cooperation of relevant Central Ministries and Departments, as well as state governments, to achieve successful outcomes in these regions.

About the Aspirational Districts and Blocks Programme

Launched in 2018, the Aspirational Districts Programme (ADP) targets the swift development of underserved areas within the country. It has shown a significant impact by improving various key indicators of development and enhancing the quality of life for its residents. Following its success, the Aspirational Blocks Programme (ABP) was introduced in 2023, focusing on achieving saturation of essential government services across 513 blocks.

This initiative not only aims at developmental success but also emphasizes the importance of integrated health, education, agriculture, and social development. Through these concerted efforts, the government is determined to narrow the gaps in development and foster a brighter future for all communities involved.
