Digital Health Revolution: MoU Signed at Chintan Shivir
The Digital India BHASHINI Division (DIBD), part of the Ministry of Electronics and Information Technology (MeitY), made significant strides in digital health at the Chintan Shivir held on January 19, 2026, in Bhubaneswar, Odisha. Organized by the National Health Authority (NHA), the event gathered senior officials from both Union and State Governments, along with technical bodies and implementing agencies, to review and accelerate the adoption of digital health initiatives across India.
The discussions emphasized advancing digital healthcare through innovative, AI-driven solutions and improving language access for users. It aims to ensure that digital health platforms are accessible, effective, and usable, transcending linguistic and geographical barriers.
Historic MoU Signed for Multilingual Health Services
A key highlight of Day 1 was the signing of a Memorandum of Understanding (MoU) between the National Health Authority and the Digital India BHASHINI Division. This partnership aims to facilitate multilingual translation services and AI-supported language tools for NHA’s digital health platforms, including Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) and the Ayushman Bharat Digital Mission (ABDM).
The MoU was formally exchanged at the inaugural session, with senior representatives from the Government of Odisha, NHA, and various partner institutions in attendance. The collaboration will incorporate language technologies from BHASHINI, such as translation APIs and tools for speech recognition and text-to-speech, to enhance service delivery and promote better engagement with citizens.
Launching New Initiatives in Healthcare
The National Review meeting kicked off with a welcoming address from the Secretary of Health of the Government of Odisha, followed by remarks from the CEO of NHA. The event also featured Shri Mukesh Mahaling, the Health Minister of Odisha, as the Chief Guest. Notable announcements included the launch of a Health Benefit Package Manual and a compendium highlighting Best Practices under AB PM-JAY, along with the signing of MoUs with partner institutions.
Shri Amitabh Nag, CEO of Digital India BHASHINI Division, played an active role in the MoU signing. His presentation focused on the integration of AI to enhance digital health systems, asserting that multilingual support is crucial for effective healthcare access in India’s diverse linguistic landscape. He underscored the potential of language AI in fostering greater citizen engagement and improving grievance redressal mechanisms.
Enhancing Healthcare Delivery Through AI
During the discussions at Chintan Shivir, Shri Kiran Gopal Vaska, Joint Secretary of ABDM, elaborated on the practical implications of language AI for healthcare delivery. He highlighted tools such as voice-to-text and natural language processing, which can ease communication between patients and doctors, allowing for more efficient documentation of electronic health records.
This partnership is set to support the National Health Authority in deploying multilingual and voice-enabled systems across various health platforms, ensuring secure data governance and continuous improvements in language models based on user feedback.
The objectives of this MoU resonate with the Government of India’s vision to integrate Indian languages into the nation’s Digital Public Infrastructure and evolve citizen-centric, AI-enabled governance in the healthcare sector.
