India Boosts E-Commerce with New Postal Export Benefits
In a pivotal move to enhance India’s e-commerce sector and support small and medium enterprises (MSMEs), the Central Board of Indirect Taxes and Customs (CBIC) has announced the extension of export benefits related to the Duty Drawback, RoDTEP, and RoSCTL schemes to exports conducted through the postal route in electronic form, starting from January 15, 2026. This initiative is designed to foster a fair and competitive environment for exporters utilizing postal services, promoting a vibrant ecosystem for cross-border e-commerce.
The change is expected to significantly strengthen the capabilities of MSME exporters, particularly those based in rural regions and small towns, thereby amplifying postal exports. To facilitate these benefits, CBIC has amended the Postal Export (Electronic Declaration and Processing) Regulations, 2022, enabling exporters to access Duty Drawback, RoDTEP, and RoSCTL advantages when exporting goods via postal channels. On January 15, 2026, Notification No. 07/2026–Customs (N.T.) and Circular No. 01/2026 –Customs were officially released to detail these changes and provide guidance on their implementation.
Policy Initiatives to Transform E-Commerce
In recent years, the Government of India has proactively implemented various policy reforms, digital advancements, and regulatory changes aimed at evolving India’s e-commerce export framework. Notably, the Foreign Trade Policy 2023 introduces a dedicated chapter on “Promoting Cross-Border Trade in the Digital Economy,” which outlines a strategic approach to bolster cross-border e-commerce via different channels, including postal services and destinations like Dak Niryat Kendras.
Strengthening Postal Export and Import Processes
Currently, India operates 28 Foreign Post Offices (FPOs) recognized under the Customs Act of 1962. The CBIC has reinforced cross-border trade through postal and courier channels with various initiatives. The 2022 Postal Export Regulations streamline the electronic processing of export declarations, while the Postal Import Regulations, established in 2025, enhance the efficiency of postal imports. Furthermore, in September 2024, the automation of IGST refunds for postal exports marked a successful implementation of technology in trade processes.
Innovative Collaboration with India Post
To further accelerate e-commerce exports, CBIC, in conjunction with the Department of Posts, introduced a pioneering ‘Hub and Spoke’ model in December 2022. This initiative leverages India Post’s extensive network by designating over 1,000 Dak Niryat Kendras nationwide to assist in the booking, aggregation, and processing of export parcels. This model significantly benefits MSMEs and small exporters by simplifying logistics.
The recent extension of export-related incentives to postal shipments represents a significant milestone in the Government’s ongoing mission to streamline export processes, cut costs, and promote inclusive development within the export sector. This strategic initiative strengthens India’s position in the ever-evolving global e-commerce market.
