India’s Skilling Ecosystem Transformed at NCVET Meeting

In a pivotal meeting today at Kaushal Bhawan, New Delhi, Shri Jayant Chaudhary, Minister of State for Skill Development and Entrepreneurship, along with his role in Education, spearheaded the First General Body Meeting of the National Council for Vocational Education and Training (NCVET). He highlighted a major shift in India’s skilling ecosystem, moving from a fragmented approach to a cohesive, outcome-oriented framework that synergizes education, industry, and emerging technologies.

During his address, Shri Chaudhary underscored the importance of integrating skilling with standard education systems, facilitated by initiatives like the National Credit Framework. This integration aims to make vocational training not only aspirational but also guarantees smoother transitions for learners within the education landscape.

Progress Since Inception

The General Body was briefed on NCVET’s accomplishments since it commenced operations on August 1, 2020. As the primary regulator for vocational education, NCVET has successfully consolidated functions formerly handled by the National Skill Development Agency (NSDA) and the National Council for Vocational Training (NCVT). Currently, NCVET oversees 161 Awarding Bodies and 68 Assessment Agencies across the nation.

Key Highlights of the Meeting

A significant focus of the gathering was the review of the Revised Guidelines for the Recognition and Regulation of Awarding Bodies and Assessment Agencies (2025). These guidelines align with the National Education Policy (NEP) 2020, the National Credit Framework, and the updated National Skills Qualifications Framework (NSQF) of 2023. They emphasize learning outcomes and incorporate technology-driven assessments.

Shri Chaudhary also praised the introduction of KaushalVerse, NCVET’s innovative Digital Enterprise Portal. This platform automates essential regulatory processes like qualification management and grievance resolution, thereby enhancing transparency and efficiency in the skilling landscape.

Strategic National Initiatives

The General Body discussed various strategic initiatives aimed at advancing vocational training, including:

  • SOAR (Skilling for AI Readiness): This flagship program aims to democratize AI education, garnering over 174,000 enrolments to date.
  • Project Punah Sthapan: An innovative scheme facilitating the transition of defense personnel into civilian careers, recognizing 20 tri-services institutions as Dual Awarding Bodies.
  • Semiconductor Workforce Strategy (2025): A detailed plan identifying skills needed across the semiconductor value chain, reinforcing India’s aspiration to become a global manufacturing hub in electronics.

Moreover, the General Body confirmed the recognition of Persons with Disabilities (PwD) as a distinct category in the National Qualification Register (NQR), having approved over 221 qualifications specifically designed for this group.

Future Directions

Discussions also revolved around innovative frameworks to broaden the scope of skilling, which included initiatives like:

  • Sports as a Skill: Incorporating the sports industry into the national skilling framework.
  • Language as a Skill: Establishing equivalency pathways to enhance global mobility for languages such as English, Japanese, and German.
  • Geriatric Care: Crafting a national strategy to cultivate a skilled workforce for the elderly population.

A noteworthy proposal approved during the meeting was the establishment of a dedicated Research Division within NCVET. This division is set to become a think tank, focusing on labor market trends, qualification relevance, system performance, and policy advancements.

The high-level meeting included participation from key figures such as Smt. Debashree Mukherjee, Secretary of the Ministry of Skill Development and Entrepreneurship, and other esteemed representatives from state governments, underscoring a collective commitment to enhance India’s vocational education landscape.
