New Digital Initiatives Transform India’s Land Administration

In a pivotal move for land administration modernization, Dr. Chandra Sekhar Pemmasani, the Minister of State for Rural Development and Communications, officially launched the ‘Land Stack’ and unveiled the ‘Glossary of Revenue Terms’ (GoRT) on December 31, 2025, in New Delhi. This launch aims to enhance the transparency and efficiency of land governance in India, aligning the traditional land record systems with modern digital practices.

Land Stack: A New Era in Land Governance

The Land Stack initiative draws inspiration from successful international practices seen in countries such as Singapore, the UK, and Finland. It represents an integrated, GIS-based digital platform aimed at providing comprehensive access to land records.

Often, citizens encounter challenges due to fragmented information across different government departments. The launch of the Land Stack seeks to eliminate these barriers by offering a single-window access point for both citizens and governmental agencies to retrieve land and property information efficiently.

To address this complexity, the Department of Land Resources (DoLR) collaborated with the Centre of Excellence in Land Administration and Management (CoE-LAM) at YASHADA, Pune, to create the Glossary of Revenue Terms. This comprehensive glossary aims to unify land-related terms in multiple languages, including vernacular, Hindi, English, and Roman scripts.
