India to Enhance Business Facilitation with New Regional Offices

In a significant move aimed at improving the Ease of Doing Business in India, the Ministry of Corporate Affairs has announced the opening of three new Regional Directorates (RDs) and six Registrar of Companies (RoCs) effective February 16, 2026. This expansion is expected to streamline regulatory processes and bolster the country’s dynamic business landscape.
The existing Regional Directorate for the Northern Region, headquartered in Delhi, will be divided into two separate entities. RD (NR-I) will be based in New Delhi and will cover the National Capital Territory (NCT) of Delhi and the State of Uttar Pradesh. Meanwhile, RD (NR-II) will be located in Chandigarh, overseeing Haryana, Himachal Pradesh, Punjab, Uttarakhand, and the Union Territories of Chandigarh, Ladakh, and Jammu & Kashmir.
Changes in Registrar of Companies
The Registrar of Companies (RoC) for Delhi is also undergoing restructuring, splitting into three different offices. RoC (NCT of Delhi-I) will operate from Delhi, managing the districts of South Delhi, Southwest Delhi, New Delhi, Southeast Delhi, and East Delhi. RoC (NCT of Delhi-II) will also be situated in Delhi, with jurisdiction over Central Delhi, West Delhi, North Delhi, Northwest Delhi, Northeast Delhi, and Shahdara. RoC (Haryana) will now be located in Chandigarh, taking over all districts of Haryana, previously managed by the RoC in Delhi.
Western Region Reorganization
In the Western Region, the existing Directorate based in Mumbai will also see changes. It will be split into two: RD (WR-I), headquartered in Mumbai, will oversee districts in Mumbai, Mumbai Suburban, Goa, and Daman and Diu. Conversely, RD (WR-II) will be located in Navi Mumbai and will cover the remaining districts of Maharashtra.
The existing RoC in Mumbai will similarly split into two entities. RoC, Mumbai-I, based in Mumbai, will manage the districts of Mumbai and Mumbai Suburban, while RoC, Mumbai-II, located in Navi Mumbai, will have authority over districts such as Aurangabad, Dhule, Jalgaon, Nandurbar, Nashik, Palghar, Raigad, and Thane.
New Offices in Southwestern Region
A new Regional Directorate has been established for the South-Western Region (SWR), with its headquarters in Bangalore, which will cover Karnataka, Kerala, and the Union Territory of Lakshadweep. In addition, the current RoC in Kolkata will be divided into two separate offices. RoC, Kolkata-I will be based in Kolkata, overseeing the district of Kolkata and the State of Sikkim, while RoC, Kolkata-II will manage the State of West Bengal, excluding Kolkata.
This restructuring is expected to enhance the efficiency of regulatory services across India and further support the growing business ecosystem in the country.
