India Enhances Legal Metrology with New Test Center Certifications

The Department of Consumer Affairs, part of the Ministry of Consumer Affairs, Food & Public Distribution, has made a significant leap forward by issuing 12 Government Approved Test Centre (GATC) certificates to 11 private entities. This groundbreaking move aims to bolster India’s legal metrology verification ecosystem through a structured public-private partnership framework. The certificates were officially presented by Shri Pralhad Joshi, the Union Cabinet Minister for Consumer Affairs, Food & Public Distribution, on December 24, 2025, with the esteemed presence of Shri B. L. Verma, the Minister of State for Consumer Affairs, Food & Public Distribution.
Transforming Verification Capabilities
This initiative marks a transformative reform in India’s legal metrology system by expanding the reliability of verification services beyond the public sector. It encourages qualified private entities to partake in this essential service, enhancing accuracy and reliability in weights and measures used in trade and consumer transactions. The reform also aims to improve the ease of doing business and overall regulatory efficiency.
The recognition of private entities as GATCs follows the recent amendment to the Legal Metrology (Government Approved Test Centre) Rules, 2013, which was notified on October 23, 2025. These amendments broadened the scope for GATCs, allowing private laboratories and industries that meet technical criteria to verify and re-verify weighing and measuring instruments in adherence to international standards.
New Categories of Instruments Included
Under this revised framework, 18 categories of weighing and measuring instruments will now receive coverage. This demonstrates the government’s commitment to advancing technological and sectoral needs, impacting areas such as healthcare, transport, and consumer services. The instruments included are:
- Water meters, energy meters, gas meters
- Flow meters, moisture meters
- Sphygmomanometers and clinical thermometers
- Breath analyzers and vehicle speed meters
- Multi-dimensional measuring instruments
- Automatic rail weighbridges
- Tape measures, non-automatic weighing instruments
- Load cells, beam scales, counter machines
- Weights of all categories
Accessible and Efficient Verification Services
Following the rules’ amendment, the Department of Consumer Affairs launched a dedicated online portal to streamline the application process for GATC recognition. The application window remained open until November 30, 2025, ensuring a transparent and efficient digital process that accelerates approvals and enhances service delivery.
The introduction of private GATCs is expected to improve access to verification services significantly, reduce turnaround times, and promote swifter compliance for manufacturers, traders, and service providers across the nation. Regular verification of consumer-facing instruments, such as scales and meters, will minimize inaccuracies, ensuring that consumers get fair value during transactions and reinforcing trust in the marketplace.
Commitment to a Future-Ready Legal Metrology System
This public-private partnership initiative aligns with the vision of Atmanirbhar Bharat, leveraging domestic technical capabilities and allowing private sectors to play a crucial role in expanding India’s verification network. The ongoing recognition of Regional Reference Standard Laboratories (RRSLs) and National Test House (NTH) laboratories as deemed GATCs strengthens the nationwide verification ecosystem.
