Bharat CPSEs’ Conclave Maps Future of Public Sector Leadership

The Capacity Building Commission (CBC), in partnership with the Department of Public Enterprises (DPE) and the Ministry of Finance, hosted the Bharat CPSEs’ Consultative Conclave today in New Delhi. Under the theme “Shaping India’s Growth Story through DAKSH PSEs @2047”, the event gathered senior leaders from Central Public Sector Enterprises (CPSEs), various Central Ministries, and significant institutional stakeholders. This conclave aimed to forge a comprehensive Capacity Building Roadmap for CPSEs, in line with Mission Karmayogi, India’s initiative for enhancing civil service capabilities. The focus was on integrating good governance principles within the human capital strategies of CPSEs, enhancing leadership succession planning, and fostering collaboration among CPSEs to synchronize with the vision for a developed India by 2047.

Strategic Insights from Leadership

Dr. Alka Mittal, Member (Administration) of the Capacity Building Commission, steered the programme. During her opening remarks, she emphasized the vital role of CPSEs as facilitators of nation-building beyond mere commercial activities. According to Dr. Mittal, CPSEs serve as engines of economic growth while also upholding public values and governance standards.

Ms. S. Radha Chauhan, Chairperson of the Capacity Building Commission, articulated the necessity of integrating competency-driven governance and leadership development within CPSEs as part of the larger reform framework for civil services. She stressed the need for breaking down silos in governance and democratizing learning. The principles of Karmayogi, she acknowledged, must permeate every facet of public service delivery.

Keynote and Collaborative Discussions

In his inaugural address, Shri K Moses Chalai, Secretary of the Department of Public Enterprises, highlighted the critical need for visionary leadership and adaptability to change. The conclave also featured valuable insights from members of the Public Enterprises Selection Board (PESB), Shri Alkesh Kumar Sharma and Shri Roop Narayan Sunkar, who shared key observations regarding leadership within CPSEs.

A strategic keynote session by Dr. C. Jayakumar from Larsen & Toubro (L&T) shed light on effective HR strategies that drive purpose-oriented leadership. He focused on building resilient leadership pipelines by aligning organizational values with national development priorities. This was followed by a presentation on DAKSH by Shri Atul Sobti, which outlined a framework to bolster leadership development and succession planning while navigating HR reforms in CPSEs.

Focused Conversations and Future Steps

Noteworthy discussions took place during the conclave, centering on topics like reimagining HR systems for impactful CPSE performance and translating strategic visions into actionable HR strategies. Participants underscored the value of institutional collaboration, sharing knowledge, and integrated capacity-building efforts to foster innovation and public value beyond just financial gains.

As a significant outcome, the conclave aims to produce a “CPSE Capacity Building Compendium,” which will document best practices, identify capability gaps, and outline collaborative models among CPSEs over the next several months. The CBC also plans to align various Training Institutes, PSUs, and States for cooperative efforts related to Karmayogi capacity-building initiatives.

Thematic Events Planned

Looking ahead, the CBC has outlined a series of thematic events to aid the capacity building of CPSEs. These include sessions on financial management, advancements in R&D and technology, corporate social responsibility, and best practices in engineering and asset management. The event concluded with remarks from Shri S. P. Roy, Secretary of the Capacity Building Commission, reaffirming the CBC’s commitment to enhancing CPSE capabilities. The Bharat CPSE Consultative Conclave represents a substantial advancement towards elevating the leadership and governance framework within CPSEs, aligning with India’s ambitious long-term developmental goals.
