India Boosts Biopharma Entrepreneurship and Manufacturing Initiatives

The Government of India is making significant strides in nurturing entrepreneurship and indigenous manufacturing within the biopharma sector. Through the Department of Biotechnology (DBT), the government has established the Biotechnology Industry Research Assistance Council (BIRAC), a not-for-profit agency that fosters a supportive ecosystem for startups and innovators in the healthcare domain, particularly in pharmaceuticals and biopharma.

BIRAC has implemented various funding schemes to help early-stage innovations thrive. Notable initiatives like the Biotechnology Ignition Grant (BIG) and the Social Innovation Programme for Products (SPARSH) have garnered impressive results by supporting nearly 1,000 startups and awarding over 150 fellowships that led to the establishment of 100 startups along with over 65 intellectual properties.

Strengthening Biotech Innovation

To further enhance the biotechnology innovation landscape, BIRAC has set up a robust network of 94 incubators and pre-incubation centers across 25 states and union territories, supporting more than 3,000 entrepreneurs. Programs such as BioNEST and E-YUVA have opened avenues for aspiring individuals and teams to access critical resources for scaling technologies. The National Biopharma Mission (NBM), backed by the DBT, aims to accelerate the journey from discovery research to early development in the biopharmaceutical sector. This initiative is designed to strengthen India’s research and product development capabilities, with a keen focus on producing vaccines and medical devices tailored to address pressing public health issues.

Notable Achievements of NBM

Under NBM, over 100 biopharma-oriented projects have been initiated, significantly increasing the nation’s capacity for manufacturing biologics, vaccines, and diagnostics. The mission celebrates successful product development, including vaccines for COVID-19, biosimilars, and various medical devices.

The DBT is also actively promoting infrastructure for research and development. A network of 46 GCP-compliant clinical trial sites and seven Technology Transfer Offices has been established to streamline patent filings and facilitate technology transfer processes.

New Initiatives and Policies

As part of strategic growth, the DBT is rolling out the BioE3 policy in 2024 to enhance high-performance biomanufacturing across the country, aiming to shape a sustainable and innovative biopharma ecosystem. Projects include the establishment of Biofoundries and Biomanufacturing hubs focused on precision biotherapeutics.

Additionally, the National Biotechnology Park Scheme has introduced a Biopharma Growth Phase park at Genome Valley, Hyderabad, designed to support biopharma startups through extensive manufacturing capabilities, which is currently under construction.

Support from the Department of Pharmaceuticals

The Department of Pharmaceuticals is contributing through the Production Linked Incentive (PLI) scheme, with a budget of ₹15,000 crore aimed at enhancing manufacturing capabilities. As of September 2025, the scheme has seen the production of 46 biopharmaceutical products, generating significant sales, including a robust export value. The Indian Council of Agricultural Research (ICAR) is also key in promoting biopharma manufacturing. The ICAR institutes are developing vaccines and diagnostics, with several companies now producing indigenous products, reducing the nation’s dependency on imports. Through comprehensive initiatives and empowered institutions, the Indian government is significantly advancing biopharma entrepreneurship and domestic manufacturing, setting the stage for a robust future in healthcare innovation.
