Stakeholder Meet Focuses on Development of PM MITRA Textile Parks
The National Industrial Corridor Development Corporation (NICDC), in collaboration with the Ministry of Textiles, held a pivotal stakeholder consultation meeting aimed at fostering partnerships for the development of PM Mega Integrated Textile Region and Apparel (PM MITRA) Parks. These parks are being established under a Design, Build, Finance, Operate and Transfer (DBFOT) model, as part of an ongoing initiative to ensure effective implementation aligned with market demands.
Focus on Greenfield Parks
The consultation specifically targeted prospective Master Developers for three proposed Greenfield parks under the Public-Private Partnership (PPP) framework: Lucknow, Uttar Pradesh; Kalaburagi, Karnataka; and Navsari, Gujarat. Each park will span approximately 1,000 acres, with Lucknow boasting strong multi-modal access, Kalaburagi strategically located near NH50, and Navsari providing vital connectivity to major logistics hubs such as ports, railways, and airports.
Key Insights from the Meeting
During the session, Smt. Neelam Shami Rao, Secretary of the Ministry of Textiles, encouraged stakeholders to actively participate in forming a collaborative framework that would facilitate the successful development of these parks. Shri Rohit Kansal, Additional Secretary at MoT, described the PM MITRA initiative as transformative, noting that development plans worth around ₹5,567 crore have already been confirmed for the three states involved.
Shri Rajat Kumar Saini, CEO and MD of NICDC, emphasized the 5F Vision associated with PM MITRA Parks, reporting heightened investor interest exceeding ₹20,054 crore, particularly in the composite textile sector. The initiative is set to provide globally competitive infrastructure, ranging from industrial facilities to logistics and power supply, designed to enhance end-to-end value chain integration in textile manufacturing.
Feedback and Future Roadmap
The consultation saw robust participation from both domestic and international developers, with discussions emphasizing utilities planning, modular plot development, and supporting micro, small, and medium enterprises (MSMEs). Shri Kansal reiterated the importance of these consultations in identifying sectoral gaps and fostering improvements to benefit the industry.
Shri Saini highlighted the discussions’ objective to validate market interest and refine project structuring and financing, enhancing the timely development of PM MITRA Parks. The feedback received during the meeting reflected strong confidence in the initiative’s design and approach, reinforcing the way forward for successful implementation.
About PM MITRA Parks
Seven PM MITRA Parks have been announced across multiple states, including Tamil Nadu, Gujarat, and Maharashtra. These parks are envisioned to create integrated textile ecosystems, aiming to attract investments up to ₹70,000 crore and generate approximately 10 lakh jobs. The parks will encompass the entire textile value chain, from raw materials to finished products, promoting technological advancements and reducing logistic costs, thereby bolstering India’s competitiveness in the global textile market.
