India’s Labor Market Insights: LFPR and Unemployment Rates Revealed

The latest data from the Periodic Labour Force Survey (PLFS) for October 2025 reveals significant insights into India’s labor market, showcasing trends in labor force participation rates (LFPR), worker population ratios (WPR), and unemployment rates (UR). These statistics provide a crucial look at the employment landscape across rural and urban sectors for individuals aged 15 and above.

According to the PLFS Monthly Bulletin, the Labor Force Participation Rate (LFPR) in rural areas stands at 78.4% for males and 74.8% for females. In urban areas, these rates are slightly lower, with 75.3% for males and 70.8% for females. When considering both rural and urban populations combined, the LFPR is reported at 77.4% overall. The Worker Population Ratio (WPR) shows similar trends, indicating a WPR of 57.8% for males and 36.9% for females in rural regions, and 50.5% for males and 22.9% for females in urban areas.

The unemployment rate across these demographics also varies, with rural areas exhibiting lower rates than urban centers. The October bulletin cites an unemployment rate of 4.4% for the total population, with urban areas experiencing higher unemployment rates at 7.0% compared to 4.4% in rural areas.

Revamped Sampling Methodology

The PLFS has undergone a substantial redesign in its sampling methodology as of January 2025, aimed at improving the quality and frequency of labor market indicators. Monthly estimates have been established, allowing for timely dissemination of crucial data. From April to October 2025, each month’s bulletin has been made available, ensuring up-to-date information is accessible.

The revamped survey design now encompasses all states and Union Territories. Notably, districts have become the primary unit of measurement, enhancing the geographical representativeness of the data. The sample size has dramatically increased to 22,692 first-stage units (FSUs), providing a more reliable basis for analysis.

Introduction of NIC 2025

In November 2025, the Ministry of Statistics and Programme Implementation (MoSPI) introduced the new National Industrial Classification (NIC) 2025. This reform features a contemporary 6-digit coding structure, improving the classification of various economic activities in India. The new NIC aims to reflect technological advancements and emerging sectors in the Indian economy, thus enhancing the accuracy and comparability of labor market statistics.

The findings and enhancements to the PLFS were presented by Rao Inderjit Singh, Minister of State (Independent Charge), during a session in the Lok Sabha. The comprehensive approach to data collection and dissemination is expected to bolster the understanding of India’s dynamic labor market landscape and improve policy decision-making across various sectors.
