No Plans for New Drug Rehabilitation Centres in Jammu Region
The Government of India has clarified that there are currently no proposals to set up integrated drug de-addiction and vocational training centres in the Jammu region. This information was shared in the Rajya Sabha by the Minister of State for Social Justice and Empowerment, Shri B.L. Verma, in response to a question posed by Shri Sat Paul Sharma.
According to Minister Verma, the Union Territory of Jammu & Kashmir is equipped with one Integrated Rehabilitation Centre for Addicts (IRCA) and six District De-addiction Centres (DDACs) that are actively functioning as rehabilitation facilities. Furthermore, the Government has initiated additional resources under the National Action Plan for Drug Demand Reduction (NAPDDR). These include two Community-based Peer Led Intervention (CPLI) centres, three Outreach and Drop-In Centres (ODICs), and twenty-one Addiction Treatment Facilities (ATFs) aimed at bolstering de-addiction services within the region.
Continuous Efforts in Drug Treatment
The Minister emphasized that the establishment and monitoring of new de-addiction centres is an ongoing process, reflecting the Government’s commitment to combat substance abuse. In addition to these centres, he provided insights into the measures employed under the Narco Coordination Centre (NCORD) mechanism aimed at curbing drug trafficking in Jammu & Kashmir.
The Ministry of Home Affairs has set up a four-tier NCORD mechanism that includes Apex, Executive, State/UT, and District-level committees. This framework aims to enhance cooperation among Central and State drug law enforcement agencies, ensuring a coordinated approach to tackle drug trafficking and abuse effectively.
Monitoring and Coordination Initiatives
Since the inception of this initiative, there have been 17 State-Level NCORD meetings and 836 District-Level NCORD meetings across the Union Territory since 2018. These meetings serve to review the local drug trafficking situation, monitor enforcement actions, and ensure timely execution of decisions. The most recent Apex Level NCORD meeting took place on June 26, 2026.
Moreover, the NCORD Portal has been established as a knowledge management platform for all participating tiers of the NCORD mechanism. It acts as a repository for information related to narcotics control and anti-drug initiatives from the Central Government, facilitating better coordination and information exchange among stakeholders.
The Government remains committed to strengthening institutional frameworks for prevention, treatment, and rehabilitation as set out in the National Action Plan for Drug Demand Reduction. Efforts to boost inter-agency coordination continue, aiming to effectively address the complexities posed by drug trafficking and substance abuse across India.
