Government of India Launches Special Campaign 5.0 for Swachhata and Reducing Pendency
The Government of India has launched its Special Campaign 5.0, focusing on cleanliness and the resolution of pending administrative matters, achieving unprecedented participation across various ministries and departments. This initiative, which runs throughout October 2025, has engaged citizens through over 15,000 tweets and 233 PIB statements, making it one of the most prominent governance campaigns on social media. The campaign emphasizes the government’s commitment to enhancing cleanliness, efficiency, and administrative reforms at all levels.
Campaign Overview and Objectives
The Special Campaign 5.0, spearheaded by the Department of Administrative Reforms and Public Grievances (DARPG), aims to institutionalize cleanliness and improve administrative efficiency across government sectors. The campaign began with a preparatory phase from September 15 to September 30, 2025, where ministries identified pending matters and set targets. This was followed by an intensive implementation phase from October 2 to October 31, 2025, which included nationwide cleanliness drives and various citizen engagement activities under the theme of “Swachhata and Efficiency in Government.” The campaign has garnered significant attention and participation, reinforcing the government’s dedication to improving public services and governance.
Achievements and Impact
During the implementation phase, ministries and departments conducted an impressive 731,000 cleanliness campaigns, achieving 97% of their targets. The campaign resulted in the clearance of 202.97 lakh square feet of office space for productive use and generated ₹551.93 crore in revenue through the disposal of scrap and e-waste. Additionally, a total of 669,000 public grievances and 14,524 appeals were addressed, showcasing the campaign’s effectiveness in improving public service delivery. The initiative also involved the disposal of 3,046 references from Members of Parliament and 1,082 references from the Prime Minister’s Office, along with the simplification of 470 rules and processes to enhance governance efficiency.
Ministerial Participation and Innovative Practices
Hon’ble Ministers actively participated in the campaign, demonstrating leadership in promoting cleanliness and efficiency. Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances & Pensions, launched the implementation phase at Nehru Park in New Delhi, highlighting the importance of cleanliness in government offices. Other ministers, including Shri Mansukh Mandaviya and Shri Kinjarapu Rammohan Naidu, engaged in various activities, such as reviewing cleanliness measures and inaugurating facilities. The campaign has also seen innovative practices across ministries, including awareness programs on waste segregation by the Ministry of Mines and cleanliness drives in schools led by the Ministry of Education.
