Union Environment Minister Bhupender Yadav Reviews Progress

Union Minister for Environment, Forest and Climate Change, Shri Bhupender Yadav, convened a significant review meeting on October 10, 2025, in New Delhi to evaluate the progress of environmental mandates across various States and Union Territories. The meeting brought together key stakeholders, including the Chairman and Member Secretaries of the Central Pollution Control Board (CPCB) and representatives from State Pollution Control Boards (SPCBs) and Pollution Control Committees (PCCs) nationwide. The discussions focused on the implementation of crucial environmental regulations aimed at enhancing pollution control and promoting sustainable practices.

Review of Environmental Regulations

During the meeting, Minister Yadav assessed the state-level progress regarding the adoption of the Water (Prevention and Control of Pollution) Act, 1974. He emphasized the importance of this legislation in establishing uniform consent guidelines and categorizing industries for effective pollution control. The Minister urged 13 states, including Andhra Pradesh, Karnataka, and Tamil Nadu, to adopt this Act by the upcoming Winter Session through their respective legislatures. This initiative aims to enhance the enforcement of environmental regulations and improve the overall management of water resources.

Extended Producer Responsibility and Circular Economy

Shri Yadav highlighted the critical role of Extended Producer Responsibility (EPR) regulations in promoting a circular economy. He called for the effective implementation of EPR across various sectors, including plastic packaging, e-waste, and hazardous waste management. The Minister stressed the need for State Pollution Control Boards to facilitate the exchange of EPR certificates between producers and recyclers. He also instructed the CPCB to develop a performance rating system for SPCBs based on their effectiveness in implementing environmental regulations, including EPR.

Strengthening Waste Management Practices

The Minister underscored the necessity of enhancing on-ground implementation of waste management regulations. He specifically mentioned the management of solid waste, bio-medical waste, and plastic waste, urging SPCBs to adopt robust monitoring mechanisms. Yadav also pointed out the importance of Online Continuous Emission Monitoring Systems (OCEMS) for industries categorized as high polluters. By ensuring compliance with pollution norms, these systems will play a vital role in reducing industrial pollution and safeguarding environmental health.

Shri Yadav reiterated the Ministry’s commitment to strengthening environmental governance through collaborative efforts and data-driven monitoring. He emphasized the need for institutional capacity building to effectively address environmental challenges. The Minister’s call to action aims to foster a more sustainable approach to environmental management, ensuring that both industry and government work together to protect natural resources and promote a healthier ecosystem for future generations.
