Security Council President Announces October Work Programme

Members of the United Nations Security Council are set to visit Ethiopia in mid-October for an important meeting with the African Union. This visit, highlighted by the Council’s President Vassily A. Nebenzia, will coincide with a busy agenda that includes discussions on pressing global issues, particularly the situation in the Middle East. The Council’s activities will also focus on enhancing cooperation with African nations, marking a significant moment in international diplomacy.

Upcoming Visit to Ethiopia

The Security Council will travel to Addis Ababa during the week of October 13 to hold its annual joint consultative meeting with the African Union’s Peace and Security Council. This meeting aims to address “issues of mutual interest that relate to the regional agenda,” according to Nebenzia. He emphasized the importance of this visit, stating that it represents Russia’s commitment to strengthening ties with African nations, which have historically been close. The visit is expected to be a highlight of Russia’s presidency of the Council for October, showcasing the country’s engagement with Africa.

Key Agenda Items for October

The agenda for October is notably packed, featuring several significant events. Among them is an open debate on the Middle East scheduled for October 23, which will focus on the ongoing crisis in Gaza. Another important event will take place on October 24, marking the 80th anniversary of the United Nations Charter’s entry into force. Nebenzia highlighted that this anniversary will serve as an opportunity to reaffirm the UN’s relevance in addressing contemporary global challenges. Additionally, an open debate on women, peace, and security is set for October 6, commemorating the 25th anniversary of Resolution 1325, which emphasizes the role of women in peace processes.

Broader Discussions and Consultations

Throughout October, the Security Council will engage in various meetings and consultations covering a wide range of topics, including Colombia, Somalia, Yemen, and the Great Lakes region. The Council will also address issues related to Lebanon, Syria, and Haiti, among others. A briefing by the President of the International Court of Justice is scheduled for October 29. Furthermore, the Council will discuss the United Nations Disengagement Observer Force in the Golan Heights, the United Nations Mission for the Referendum in Western Sahara, and other missions in Libya and Kosovo. On the final day of Russia’s presidency, October 31, a vote on a resolution concerning the European Union’s Operation Althea will take place, followed by a debate on Bosnia and Herzegovina.

Engagement with Global Issues

During the press conference, Nebenzia addressed various global issues, including the recent decision by European participants in the Joint Comprehensive Plan of Action to trigger the “snapback” process for sanctions on Iran. He expressed skepticism about the legitimacy of this action and highlighted the complexities of diplomatic relations surrounding the issue. Additionally, he noted that discussions regarding the United States’ plan for Gaza would likely arise during the Council’s meetings. Nebenzia also touched on the ongoing situation in Ukraine, indicating that the Council remains open to accommodating requests for discussions on this topic. Overall, the upcoming month promises to be a critical period for the Security Council as it navigates a range of pressing international challenges.
