Security Council Issues Press Statement on Houthi Detention of United Nations Workers

The United Nations Security Council has issued a strong condemnation of the recent detentions of UN personnel by the Houthis in Yemen. Since August 31, at least 21 UN staff members have been detained, alongside forced entries into World Food Programme and UNICEF premises. The Council emphasized the need for the safety of UN personnel and the inviolability of UN property, urging the immediate release of all detained individuals and expressing deep concern over the worsening humanitarian situation in Yemen.

Condemnation of Detentions

The Security Council‘s press statement, delivered by Council President Sangjin Kim from the Republic of Korea, highlighted the serious violations of international law by the Houthis. The Council members condemned the ongoing detentions of UN personnel, as well as staff from national and international NGOs and diplomatic missions. They expressed particular concern for the welfare of those detained since 2021, 2023, and 2024, alongside the recent detentions that began on August 31, 2025. The Council’s statement reflects a unified stance against these actions, demanding the immediate and unconditional release of all individuals held by the Houthis.

Humanitarian Crisis in Yemen

The Security Council members voiced grave concerns regarding the deteriorating humanitarian situation in Yemen. They noted alarming levels of food insecurity affecting the Yemeni population and warned that the ongoing detentions of aid workers could worsen an already critical humanitarian crisis. The Council underscored the necessity for unimpeded humanitarian access to ensure that assistance reaches civilians in need. They reiterated the importance of respecting international humanitarian law to facilitate safe and rapid delivery of aid.

Call for Safe Operating Environment

In their statement, the Council members emphasized the paramount importance of ensuring the safety of UN personnel. They called on the Houthis to create a secure operating environment that allows for the uninterrupted delivery of humanitarian assistance in areas under their control. The Council reiterated its support for the United Nations in implementing measures to enhance staff safety and security, particularly in light of the current security context in Yemen.

Commitment to Yemen’s Sovereignty

The Security Council reaffirmed its commitment to Yemen’s unity, sovereignty, independence, and territorial integrity. They expressed solidarity with the Yemeni people and reiterated their support for UN Special Envoy Hans Grundberg in his efforts to achieve a negotiated, inclusive, and Yemeni-led political settlement. The Council welcomed the ongoing efforts of the United Nations to secure the safe and immediate release of detained personnel, emphasizing the need for a collaborative approach to address the challenges facing Yemen.
