Tata Electronics Constructs Elephant-Proof Barrier at Assam Chip-Making Unit Amid Snake Safety Concerns

The intersection of wildlife and semiconductor manufacturing is creating unique challenges in Assam, particularly at Tata Electronics’ new semiconductor assembly and test (OSAT) facility. The presence of elephants in the area raises concerns about potential disruptions to operations due to ground vibrations caused by their movements. To mitigate these risks, the company is implementing significant protective measures, including the construction of an ‘elephant-proof’ barrier, with support from the state government.
Protective Measures for Semiconductor Facility
Tata Electronics is establishing a major chip assembly unit in the Jagiroad area of Morigaon district, Assam. The facility is designed to meet the high precision requirements of semiconductor manufacturing, where even minor vibrations can lead to significant operational issues. To address the potential risks posed by local wildlife, particularly elephants, the company is working closely with the state government to construct a robust barrier around the site. This barrier is intended to withstand encounters with elephants, which have previously entered the construction area, damaging materials and temporary structures. Local media reported that these elephants were guided back to their sanctuary with the help of the Forest Department and police.
A government official emphasized that the barrier serves a dual purpose: it deters elephants while also enhancing security for the facility. The project has garnered comprehensive support from state authorities, with senior officials, including the Chief Minister, actively monitoring its progress. The primary goal is to secure the facility against wildlife intrusions during its construction phase, ensuring that operations can proceed without disruption.
Wildlife Management Strategies
In addition to addressing elephant movements, Tata Electronics is also tackling other wildlife challenges at the site, particularly concerning snakes. The company has engaged specialists to safely relocate snakes found in the area to suitable natural habitats. These wildlife experts have been on-site for three months, managing various snake species, including both non-venomous and highly toxic varieties. Their presence ensures that any encounters with snakes are handled safely and effectively, minimizing risks to workers and the surrounding environment.
Experts note that while the Jagiroad area is not officially designated as an elephant corridor, the local elephant population is widespread. Dr. Kushal Konwar Sarma, an elephant veterinarian and professor in Assam, explained that while elephants do not follow a formal route through the area, they occasionally move in groups, especially near hilly regions. This adaptability poses challenges for the semiconductor facility, which requires careful vibration control to maintain operational integrity.
Investment and Economic Impact
The assembly facility represents a substantial investment of Rs 27,000 crore and is a key component of India’s broader semiconductor initiative, the Rs 76,000-crore India Semiconductor Mission (ISM). This mission has already approved incentives for ten proposals, highlighting the government’s commitment to boosting the semiconductor industry in India. Notably, Tesla, led by Elon Musk, is reported to be among the potential major clients for the facility, indicating significant economic implications for the region.
Industry experts emphasize the importance of robust foundation design and structural engineering solutions in semiconductor manufacturing. While OSAT facilities can tolerate some level of vibration, the precision required for fine-pitch assembly operations means that even minute displacements can disrupt production. Therefore, the measures being implemented at the Tata Electronics facility are critical not only for wildlife management but also for ensuring the success of semiconductor production in Assam.
