India Launches First e-Truck Incentive Scheme

Under the leadership of Prime Minister Narendra Modi and Union Minister for Heavy Industries and Steel H.D. Kumaraswamy, the Indian government has launched a pioneering initiative to promote electric trucks (e-trucks) through the PM E-DRIVE scheme. This marks a significant step as it is the first time the government is providing direct financial incentives for electric trucks, aiming to enhance the country’s transition to sustainable freight mobility. The initiative is expected to not only reduce greenhouse gas emissions but also improve air quality across urban areas.
Details of the PM E-DRIVE Initiative
The PM E-DRIVE initiative is designed to provide demand incentives for electric trucks categorized as N2 and N3 under the Central Motor Vehicle Rules (CMVR). The N2 category encompasses trucks with a Gross Vehicle Weight (GVW) ranging from 3.5 tonnes to 12 tonnes, while the N3 category includes trucks with GVW exceeding 12 tonnes, up to 55 tonnes. For articulated vehicles, the incentives will apply solely to the puller tractor of the N3 category. This scheme aims to encourage the adoption of electric trucks, which are crucial for reducing the carbon footprint of the transportation sector.
Union Minister H.D. Kumaraswamy emphasized the importance of this initiative, noting that diesel trucks, despite representing only 3% of the total vehicle population, contribute to a staggering 42% of transport-related greenhouse gas emissions. The scheme is a vital step towards achieving a cleaner and more sustainable future, aligning with India’s goal of reaching net-zero emissions by 2070.
Incentives and Warranties for Electric Trucks
To promote the affordability of electric trucks, the PM E-DRIVE scheme offers incentives based on the GVW of the vehicle, with a maximum incentive of โน9.6 lakh per truck. These incentives will be provided as an upfront reduction in the purchase price and reimbursed to Original Equipment Manufacturers (OEMs) through the PM E-DRIVE portal on a first-come, first-served basis. The initiative is expected to support the deployment of approximately 5,600 e-trucks across India, with a specific allocation of 1,100 e-trucks for Delhi to combat the city’s severe air quality issues.
To ensure reliability and performance, the scheme mandates comprehensive warranties from manufacturers. The battery must be covered for five years or 5 lakh kilometers, whichever comes first, while the vehicle and motor must have a warranty of five years or 2.5 lakh kilometers. This requirement aims to build consumer confidence in electric trucks and promote their widespread adoption.
Industry Response and Future Prospects
The response to the PM E-DRIVE initiative has been overwhelmingly positive from both manufacturers and users of electric trucks. Many stakeholders recognize the potential of this scheme to lower logistics costs and significantly reduce carbon emissions. Major manufacturers such as Volvo Eicher, Tata Motors, and Ashok Leyland are already engaged in the production of electric trucks in India, contributing to the country’s self-reliance in the electric mobility sector.
In a notable commitment to this initiative, the Steel Authority of India Limited (SAIL) has pledged to procure 150 e-trucks over the next two years for deployment across various locations. SAIL has also set an internal target to ensure that at least 15% of all vehicles hired across its units are electric. Additionally, the scheme requires the scrapping of old, polluting trucks, which will modernize vehicle fleets and further reduce emissions.
