Union Ministry of MSME Reports Progress in Cleanliness and Pendency Reduction under Special Campaign 5.0
The Ministry of Micro, Small and Medium Enterprises (MSME) has successfully executed Special Campaign 5.0, which ran from October 2 to October 31, 2025. This initiative aimed to reduce pending tasks and promote cleanliness across various government departments. The campaign particularly focused on enhancing service delivery in field offices and ensuring the proper disposal of electronic waste in compliance with the E-Waste Management Rules, 2022.
Key Achievements of the Campaign
During Special Campaign 5.0, the Ministry of MSME and its associated organizations, including the Office of the Development Commissioner (MSME) and the National Small Industries Corporation Ltd. (NSIC), achieved significant milestones. They successfully completed all targets related to seven key parameters, including the disposal of references from the Prime Minister’s Office and public grievances. Additionally, they exceeded 95% of the targets for three other parameters, which included appeals related to public grievances and the review of physical files.
In total, the ministry reviewed 23,162 physical files, resulting in the elimination of 4,280 files. Furthermore, 953 e-office files were assessed, leading to the closure of 623 e-files. This thorough review process has streamlined operations and improved file management within the ministry.
Promoting Cleanliness and Hygiene
The campaign also emphasized the importance of cleanliness through the Swachhta Pledge, administered by Union Minister of MSME, Shri Jitan Ram Manjhi, on October 8, 2025. This pledge was taken by employees across the ministry and its organizations in a hybrid format. To extend this initiative, the ministry created a Swachhata e-pledge link on its website, allowing registered MSMEs and citizens to participate. Over 7,500 pledges were recorded from entrepreneurs, staff members, and organizations, showcasing widespread commitment to cleanliness.
In addition, the ministry organized 1,045 cleanliness drives across various office locations, cleaning a total area of 21,046 square feet. These efforts generated revenue of Rs 22.89 lakh through the disposal of obsolete items. The drives also aimed to educate staff and local communities on maintaining cleanliness and hygiene in their surroundings.
Focus on E-Waste Management and Women’s Health
A significant aspect of this year’s campaign was the focus on e-waste management. The ministry ensured the safe disposal of electronic waste, including computers and printers, through authorized recyclers, adhering to the E-Waste (Management) Rules, 2022. This initiative not only promotes environmental responsibility but also aligns with the government’s commitment to sustainable practices.
Moreover, the Ministry of MSME took steps to enhance women’s health and hygiene by installing sanitary pad vending machines in office premises. This initiative aims to provide a hygienic and environmentally friendly method for disposing of menstrual waste, thereby promoting public health and reducing environmental impact.
Environmental Initiatives and Community Engagement
The campaign also included various environmental initiatives, such as plantation drives and the introduction of eco-friendly practices. For instance, the Central Institute of Coir Technology in Bengaluru has banned plastic carry bags and replaced them with sustainable alternatives. Additionally, compost pits were established at campus sites to utilize organic waste effectively. To foster community involvement, the ministry organized awareness camps and Swachhta rallies in schools and villages, encouraging public participation in cleanliness initiatives. These efforts included street plays and pledge-taking ceremonies, further integrating the community into the campaign’s objectives.
