Union Minister Piyush Goyal Reaffirms Commitment to Quality Manufacturing and QCO Implementation at Udyog Samagam 2025

The Union Minister of Commerce and Industry, Shri Piyush Goyal, recently reaffirmed the Central Government’s dedication to enhancing product quality across India during the second edition of Udyog Samagam 2025. Organized by the Department for Promotion of Industry and Internal Trade (DPIIT), the event gathered key stakeholders, including Industries and Commerce Ministers from 14 States and Union Territories, to discuss the implementation of Quality Control Orders (QCOs) and the progress of the Business Reforms Action Plan (BRAP) 2024. Goyal emphasized the importance of collaboration between the Centre and States to foster industrial growth and sustainability.
During his address, Minister Goyal highlighted the government’s initiative to implement Quality Control Orders (QCOs) aimed at ensuring that consumers have access to high-quality products. He pointed out the positive impact of QCOs on sectors such as toys and plywood, which have not only bolstered domestic industries but also reduced the influx of substandard imports. This commitment to quality is part of a broader strategy to instill a culture of excellence in manufacturing across the nation. The Minister’s remarks underscored the necessity for ongoing efforts to enhance product standards, which he believes are crucial for consumer protection and economic development.
Collaboration for Industrial Growth
The conference served as a platform for discussing the significance of strong collaboration between the Central Government and State administrations in driving industrial advancement. Goyal noted that each State has developed effective practices that can be shared and replicated to accelerate overall industrial progress. He urged States and Union Territories to establish third-party mechanisms to monitor and implement industrial incentives effectively. This approach aims to ensure timely execution and disbursement of incentives, thereby fostering confidence among industry stakeholders. The Minister also emphasized the need for a robust partnership between the government and industry, advocating for streamlined processes that minimize bureaucratic hurdles.
Focus on Sustainability and Innovation
Minister Goyal stressed that sustainability is essential for future industrial growth. He called for active participation from States and Union Territories to align industrial efforts with environmental protection. Citing Prime Minister Narendra Modi‘s vision of “Zero Effect, Zero Defect,” he encouraged industries to adopt sustainable manufacturing practices that reduce environmental impact while maintaining high-quality standards. Goyal also highlighted the government’s initiatives in the fisheries sector, such as the PM Matsya Sampada Yojana, which supports cold storage and cooperative purchasing of deep-sea vessels. He urged States to prioritize innovation, skill development, and the participation of women in the workforce, along with fostering startups and deep-tech enterprises.
Recognition of Excellence in Business Reforms
The Udyog Samagam 2025 event recognized the achievements of various States and Union Territories under the BRAP 2024 framework. Awards were given across 25 reform areas, showcasing the extensive impact of reforms in domains such as Business Entry, Construction Permits, and Labour Regulation. Uttarakhand and Punjab were acknowledged as top achievers in five reform areas, while several other States excelled in multiple categories. The BRAP 2024 assessment involved a comprehensive evaluation process, including feedback from over 583,000 businesses, ensuring that the reforms reflect the actual experiences of service delivery. This extensive outreach and structured methodology highlight the government’s commitment to improving the ease of doing business across the country.
