Union Home Minister Amit Shah inaugurated the Startup Conclave 2025 in Gandhinagar, Gujarat, today, with the Chief Minister of Gujarat, Bhupendra Patel, and other dignitaries in attendance. The event aims to discuss Prime Minister Narendra Modi’s vision for establishing India as a global leader in the startup ecosystem. The conclave focuses on three key themes: innovate, elevate, and accelerate, and will feature discussions over two days to connect startups with potential investors.
Focus on Innovation and Knowledge
During his address, Amit Shah emphasized the importance of the conclave in addressing the challenges faced by startups in India. He highlighted that the event is aligned with Prime Minister Modi’s mission to enhance India’s identity in the global startup landscape. Over the course of two days, the conclave will host seven sessions covering various topics, providing a platform for emerging startups to connect with investors. Shah also announced the launch of a compilation of the Indian Knowledge System, which integrates knowledge from diverse fields such as Ayurveda, mathematics, and environmental science. He noted that this initiative, supported by the New Education Policy, aims to empower the youth of India to engage in world-class research.
Shah reflected on the state of innovation in India before 2014, noting that many young innovators had to seek opportunities abroad. He pointed out that prior to 2014, India had fewer than 500 startups, and the concept of startups was largely inaccessible to those from less affluent backgrounds. Since the launch of the Startup India initiative in 2016, the country has seen a remarkable transformation, with a significant increase in the number of startups and a shift in the mindset of young Indians from job seekers to job creators.
Growth of the Startup Ecosystem
Amit Shah reported that India has become the world’s third-largest startup ecosystem within just eight years, with the number of startups soaring from 500 in 2014 to approximately 192,000 today. He noted that the number of unicorn startups has also increased dramatically, from just four to over 120, with a combined valuation exceeding $350 billion. This growth, he stated, is a testament to the supportive ecosystem fostered by Prime Minister Modi, which has enabled young talent to thrive and innovate.
The Home Minister highlighted the diverse nature of the startup landscape in India, with significant numbers of startups emerging in sectors such as IT, healthcare, agriculture, and education. He pointed out that women entrepreneurs are making substantial contributions, with nearly half of all startups being founded by women. The startup ecosystem has also created sustainable employment for approximately 1.79 million people, showcasing its impact on the economy.
Government Support and Reforms
Shah elaborated on the various initiatives introduced by the Modi government to support startups, including the establishment of a ₹10,000 crore Fund of Funds and a Startup India Seed Fund with a corpus of ₹945 crore. He mentioned that the government has increased the maximum loan limit for startups and provided financial support for proof of concept and prototype development. Additionally, he praised the implementation of the Goods and Services Tax (GST) as a significant reform that has simplified the tax structure and increased revenue for the government.
He emphasized that the Modi government has made unprecedented tax reductions, benefiting taxpayers and fostering a climate of trust between the government and the public. Shah noted that the income tax threshold has been raised significantly, allowing more individuals to benefit from tax exemptions. He asserted that these reforms are designed to promote development and self-reliance, reinforcing the government’s commitment to supporting the startup ecosystem.
Gujarat’s Role in the Startup Revolution
Amit Shah commended Gujarat for its leadership in the startup sector, noting that the state has consistently ranked first in the country for startups over the past four years. He acknowledged Chief Minister Bhupendra Patel for effectively implementing Prime Minister Modi’s vision, which has positioned Gujarat as a hub for innovation. With 16,000 startups, the state ranks among the top five in the nation, and Ahmedabad is recognized as one of the top cities for startups.
Shah concluded by reiterating the government’s commitment to supporting the youth and the startup ecosystem, emphasizing that the future of India’s innovation lies in the hands of its young entrepreneurs. He expressed confidence that the collaborative efforts of the government and industry stakeholders will continue to drive growth and transform the dreams of young innovators into reality.
