In a recent announcement, Dr. Jitendra Singh, the Union Minister of State for Science and Technology, unveiled that the Union Budget for 2026–27 is designed to implement technology-driven, AI-integrated structural reforms aiming to shape India’s future over the next 25 years. During a post-Budget media interaction held by the Ministry of Science & Technology, the minister emphasized that while the benefits of the Budget may take time to unfold, it establishes a clear vision where structural reforms and cutting-edge technologies, primarily powered by artificial intelligence (AI), interplay harmoniously.
Addressing concerns about the middle class, Dr. Singh highlighted that the Budget’s true value lies not in immediate financial figures but in long-term solutions to escalating healthcare and living expenses. He pointed out significant bets on biopharma, diagnostics, vaccines, and gene therapies as crucial measures to alleviate the financial burden for families coping with chronic illnesses like cancer and diabetes.
With alarming statistics regarding health in India, including over 11 crore people suffering from diabetes and projected cancer cases reaching 2 million by 2030, the Minister affirmed that affordable healthcare options, supported by domestic biomanufacturing, are essential social and economic lifelines, especially for vulnerable groups.
Biopharma Shakti Initiative and the Future of Biotechnology
Dr. Singh introduced the ₹10,000 crore Biopharma Shakti initiative, highlighting India’s emerging status as a global bio-manufacturing center. The new funding will enhance capabilities across biologics, biosimilars, medical devices, and gene technologies, marking a significant step towards solidifying the nation’s competitive edge.
Describing biotechnology as the imminent major industrial force, akin to the IT boom of the past, Dr. Singh predicted that the next industrial phase would be a bio-revolution embracing concepts like recycling and advanced life sciences.
Comprehensive Healthcare Reforms
The Budget also addresses critical health issues that have been overlooked, focusing on the establishment of new super-speciality institutes for mental health in North India to widen access to care. Dedication to strengthening Ayurveda and pharmaceutical education systems further integrates traditional medicine with modern healthcare practices.
Moreover, the extension of customs duty exemptions on nuclear power plant components will streamline operations and invite investment, aligning with recent reforms that encourage private sector involvement in nuclear energy.
Strategic Initiatives for Sustainable Development
According to Dr. Singh, the introduction of rare earth corridors and critical minerals initiatives will bolster clean energy technologies and reduce reliance on imports. He described the National Geospatial Mission as crucial for managing urbanization and infrastructure development amidst increased rural-to-urban migration.
The Minister also highlighted a significant allocation of ₹20,000 crore for Carbon Capture, Utilization, and Storage (CCUS) as part of efforts to achieve industrial decarbonization and environmental sustainability. Additionally, AI integration in agriculture aims to ensure that farmers reap the benefits of technology while minimizing its potential drawbacks.
Dr. Singh concluded that the Budget reflects a concerted mission-oriented strategy where research, manufacturing, and deployment proceed in tandem. It emphasizes inclusivity through enhanced healthcare access, affordable medicines, and initiatives that support women-led entrepreneurship and livelihoods derived from scientific advancements.
As per Prof. Abhay Karandikar, Secretary of the Department of Science & Technology, the emphasis on innovation within the Budget signals a commitment to bolster India’s research and development capabilities, with the introduction of new mega science facilities further enhancing global scientific collaboration.
