TRAI Unveils New Audit Manual for Digital Addressable Systems

The Telecom Regulatory Authority of India (TRAI) has announced the release of the ‘Telecommunication (Broadcasting and Cable) Services Digital Addressable Systems Audit Manual, 2026.’ This new manual aims to streamline the auditing process for Digital Platform Operators (DPOs) while enhancing the overall accountability and efficiency of audits in the telecommunications sector.

In recent discussions with various stakeholders, TRAI recognized several critical areas for improvement. Stakeholders expressed their concerns regarding the need to enhance audit provisions in the existing Interconnection Regulations from 2017, reduce redundant audits that squander resources, and bolster the confidence of all parties involved in the audit process. Additional requests included the integration of infrastructure sharing in the auditing framework and increased accountability for auditors, necessitating a categorization system based on experience.

New Guidelines and Expectations

To address these issues, TRAI has incorporated enhanced technical proficiency requirements and experience-based categorization for auditors in the Expression of Interest (EOI) issued on August 26, 2025. This document aims to support the empanelment of qualified auditors who can ensure a credible and effective auditing process.

Prior to finalizing the audit manual, TRAI engaged stakeholders by releasing a consultation paper regarding the audit provisions on August 9, 2024. This effort yielded valuable feedback, receiving 64 comments and three counter-comments, which were made publicly available on TRAI’s website. The process culminated in an Open House Discussion on December 5, 2024, which further allowed for comprehensive dialogue between TRAI and industry representatives.

Implementation Timeline and Access

Following a thorough review of stakeholder feedback and the regulatory modifications introduced through the ‘Seventh Amendment Regulations’ on February 5, 2026, TRAI has now finalized the Digital Addressable Systems Audit Manual. This new manual is set to take effect on April 1, 2026, and will serve as the definitive guide for conducting audits in this sector. Importantly, the manual is designed to complement, rather than replace, existing regulations.
