TRAI Holds 9th Joint Committee of Regulators Meeting to Address Spam and Cyber Fraud Issues
The Telecom Regulatory Authority of India (TRAI) held its 9th Meeting of the Joint Committee of Regulators (JCoR) at its headquarters in New Delhi today. This significant gathering brought together representatives from various regulatory bodies, including the Reserve Bank of India (RBI) and the Securities and Exchange Board of India (SEBI), to discuss crucial initiatives aimed at enhancing consumer protection in the digital space. The meeting saw participation from a wide array of stakeholders, including officials from the Ministry of Electronics and Information Technology (MeitY), the Department of Telecommunications (DoT), and the National Payments Corporation of India (NPCI). Progress on Digital Consent Acquisition Pilot
During the meeting, the JCoR Committee reviewed the ongoing pilot project for Digital Consent Acquisition, which is being implemented at eleven nominated banks in collaboration with the RBI. The pilot is progressing well and is expected to be completed by February 2026. The committee also assessed the implementation status of decisions made during the previous JCoR meeting held on July 22, 2025. New agenda items were introduced, including the timeline for implementing the 1600-series numbering plan and measures to address the misuse of shortened URLs. The discussions emphasized the need for regulatory and technical measures to enhance consumer protection and maintain the integrity of the digital communication ecosystem.
Outcomes and Future Directions
The committee reached several key agreements during the meeting. They confirmed the completion of the Digital Consent Acquisition pilot by February 2026, establishing step-wise milestones for its progress. Additionally, a phased timeline for transitioning to the 1600-series numbering plan in the Banking, Financial Services, and Insurance (BFSI) sectors was agreed upon, with sectoral regulators pledging their support. The committee also discussed the need for mandatory whitelisting of URLs and other digital links used in commercial communications to prevent misuse. TRAI plans to issue necessary directions to facilitate these changes.
