Support for Fishers and Livestock Farmers

The Government of India is taking significant steps to combat the impacts of climate change on the fisheries and animal husbandry sectors. By implementing science-based adaptation and mitigation strategies, the government aims to protect vulnerable species and safeguard the livelihoods of fishers and livestock farmers. Under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), the Department of Fisheries has identified 100 coastal villages as Climate Resilient Coastal Fishermen Villages (CRCFV) to address the challenges posed by climate change.

Climate Resilient Coastal Fishermen Villages Initiative

The initiative to establish Climate Resilient Coastal Fishermen Villages is a proactive measure to enhance the resilience of coastal communities against climate change. The PMMSY scheme focuses on developing essential facilities tailored to the needs of these villages. This includes the establishment of aquaculture projects, particularly in mariculture, which involves cultivating seaweed, food and ornamental fishes, and bivalves. Additionally, the initiative promotes the construction of fish drying yards, processing centers, markets, fishing jetties, ice plants, and cold storage facilities. These developments aim to support the livelihoods of traditional fishers, especially during lean periods when fishing is restricted. The scheme also provides insurance coverage to fishers, ensuring their financial security during challenging times.

Support for Livestock Health and Disease Control

In parallel with efforts in the fisheries sector, the Department of Animal Husbandry and Dairying is implementing the Livestock Health and Disease Control Programme (LHDCP) across all states and Union Territories. This comprehensive program includes the National Animal Disease Control Programme (NADCP), which focuses on vaccinating livestock against diseases such as Foot and Mouth Disease and Brucellosis. The Critical Animal Disease Control Programme (CADCP) addresses vaccinations for Classical Swine Fever and Peste des Petits Ruminants (PPR). Furthermore, the program supports states in controlling prioritized animal diseases, including Lumpy Skin Disease and Rabies. It also emphasizes strengthening veterinary laboratories, providing training, and establishing Mobile Veterinary Units (MVUs) to enhance animal health services.

Combating Marine Plastic Pollution

The Department of Fisheries is actively engaged in global efforts to combat marine plastic pollution, particularly from the fishing and maritime sectors. Although the department has not received assistance from the Food and Agricultural Organization (FAO), it participates in initiatives like the Glolitter Partnership Project and the Reglitter Project. These projects, implemented in collaboration with the International Maritime Organization (IMO) and the FAO, focus on reducing marine plastic litter from sea-based sources. They specifically address issues related to Abandoned, Lost, or Discarded Fishing Gear (ALDFG) and waste from ships. Additionally, the Bay of Bengal Large Marine Ecosystem (BOBLME) Project promotes an Ecosystem Approach to Fisheries Management (EAFM), integrating ecological health, social equity, and economic sustainability in fisheries management.

The Indian government, through its various departments, is committed to fostering sustainable practices in both fisheries and animal husbandry. The initiatives under the PMMSY and LHDCP reflect a comprehensive approach to addressing the challenges posed by climate change and disease control. By investing in infrastructure, research, and community support, the government aims to enhance the resilience of vulnerable communities and ensure the long-term sustainability of these critical sectors.
