Study Reveals Strong Confidence in India’s New Labour Codes
An independent study by the V.V. Giri National Labour Institute (VVGNLI) has shed light on the growing trust and positivity among workers and employers regarding the implementation of India’s Labour Codes. Titled _“The Implementation of Labour Codes: A Perception-based Analysis,”_ the study finds a consensus that the Codes serve as an effective framework balancing labor protection with economic efficiency.
The assessment highlights that both workers and employers view the Labour Codes as beneficial for enhancing the ease of living and doing business, while also strengthening social security and modernizing labor relations with simplified compliance systems. This nuanced perspective acknowledges the initial phase of the Labour Codes’ rollout, which is expected to yield progressive outcomes in the long run.
Positive Outlook from Workers
The study’s findings indicate that workers are generally optimistic about the transformative effects of the Labour Codes. Approximately 60% of those surveyed believe that overall working conditions will improve. Many workers foresee better regulation of working hours, with 63% anticipating enhancements in rest periods and leave practices.
Furthermore, 66% of the workers surveyed expect safety and transport regulations to improve protections for women, while 63% agree that mandatory safety equipment will elevate workplace conditions. In terms of income security, around 64% foresee advancements through wage transparency, with 54% expecting payments to be made more timely. On the social security front, 68% welcome initiatives like e-Shram and Welfare Boards that simplify access, with 63% noting greater portability for contract, migrant, and gig workers.
Employers Welcome Regulatory Clarity
Employers, too, have shown enthusiastic support for the Labour Codes, particularly for the regulatory clarity and operational efficiency they offer. A notable 76% believe workforce flexibility is crucial for sustainability. Additionally, 64% find fixed-term employment arrangements beneficial for their business needs, while 64% anticipate that timely wage rules will promote workplace discipline.
Support for digital tools and uniform implementation across states stands strong, with 71% and 73%, respectively, in favor. Furthermore, 75% back a phased rollout of the reforms, and around 62% believe that social security coverage for workers will expand under the new framework.
Government’s Commitment to Ongoing Labour Reforms
The Ministry of Labour & Employment regards these positive findings as validation of the Labour Codes’ consultative design. Union Minister Dr. Mansukh Mandaviya emphasized that these reforms aim to ensure social security, decent work, and sustainable growth within India’s diverse labor market.
As the Labour Codes continue to be implemented across states and union territories, officials propose conducting state-level impact studies. These assessments will provide an evidence-based review of implementation strategies and promote shared learning among states. The aim is to maximize the transformative potential of the Labour Codes to ensure that benefits reach both workers and employers throughout the country.
