Semicon India 2025 Highlights Indian Startups Advancing Aatmanirbhar Chips through Design Linked Incentive Scheme

On the second day of Semicon India 2025, Prime Minister Narendra Modi visited the exhibition stalls at Yashobhoomi in New Delhi, emphasizing the crucial role of startups in advancing India’s semiconductor industry. Accompanied by key ministers, Modi highlighted the significance of Indian Intellectual Property (IP) creation in this sector. The event showcased various domestic startups that are making strides in chip design, reflecting India’s growing self-reliance in semiconductor technology.

Startups Drive Semiconductor Innovation

The Design Linked Incentive (DLI) Scheme, backed by the Government of India, is fostering rapid growth in domestic chip design and intellectual property across various sectors, including surveillance, energy metering, and networking. So far, 23 chip design projects have been approved under this initiative, allowing 72 companies to access advanced Electronic Design Automation (EDA) tools. Many of these startups presented their innovative roadmaps at Semicon India 2025, demonstrating India’s increasing capabilities in semiconductor chip design and its commitment to self-sufficiency.

Advancements in System-on-Chip Technology

InCore Semiconductors, known for developing India’s first open-source RISC-V processor, introduced a groundbreaking System-on-Chip (SoC) Generator Platform. This platform significantly reduces the time required for frontend chip design from months to mere minutes, thereby accelerating development timelines and minimizing costs. A test chip developed using TSMCโ€™s 40nm process node showcases six heterogeneous RISC-V cores, a custom Network-on-Chip (NoC), and a fully integrated software stack, including a Real-Time Operating System (RTOS). InCore’s diverse RISC-V processor portfolio includes specialized families tailored for various applications, such as ultra-low power consumption for motor control and high-performance processing for networking and edge AI.

Indigenous Solutions for Networking and Surveillance

Aheesa Digital Innovations is set to release its SoC, Vihaan, in early 2026, designed for Original Equipment Manufacturers (OEMs) and Original Design Manufacturers (ODMs). This SoC, based on the 64-bit C-DAC RISC-V processor, incorporates advanced security features and essential network interfaces, enabling the development of custom networking solutions. Additionally, four Indian companiesโ€”3rdiTech, Netrasemi, BigEndian Semiconductors, and Mindgrove Technologiesโ€”are working on indigenous SoC solutions for surveillance applications. These companies have collectively raised over โ‚น300 crore in venture capital funding, aiming to launch production-grade CCTV solutions by 2026.

Future Prospects in Smart Energy and Motor Control

MosChip Technologies is developing Vidyut, a fully indigenous Smart Energy Meter chip, which has successfully validated key components on a 180nm test chip. The company aims to complete the entire fabrication process in India by 2026, supporting the national push for self-reliance in semiconductor design. Meanwhile, Vervesemi is targeting mass production of its indigenous chips for applications such as Brushless Direct Current (BLDC) motor control and smart energy metering by late 2026. Their advanced Application-Specific Integrated Circuits (ASICs) for space-grade data acquisition are also in development, furthering India’s goal of reducing import dependence in critical sectors. Under Prime Minister Modi’s leadership, India is transitioning from backend operations to becoming a full-stack semiconductor nation, with domestic companies advancing the vision of designing chips in India for global markets.
