Secretary-General Affirms Two-State Solution as ‘Only Credible Path’ to Peace

UN Secretary-General Antรณnio Guterres addressed the High-Level International Conference for the Peaceful Settlement of the Question of Palestine and Implementation of the Two-State Solution in New York today. He expressed gratitude to France and Saudi Arabia for organizing the event and voiced disappointment over the Palestinian delegation’s limited representation. Guterres emphasized the urgent need for a two-state solution to resolve the long-standing Israeli-Palestinian conflict, which he described as deteriorating rapidly.

Call for a Two-State Solution

During his remarks, Guterres underscored the necessity of a two-state solution, envisioning two independent and democratic statesโ€”Israel and Palestineโ€”coexisting peacefully within secure and recognized borders based on pre-1967 lines. He reiterated that Jerusalem should serve as the capital for both states, aligning with international law and existing UN resolutions. Guterres welcomed the efforts of various member states to support this solution, including pledges to recognize the State of Palestine, and praised the General Assembly’s endorsement of the New York Declaration.

Condemnation of Violence and Humanitarian Crisis

Guterres condemned the horrific terror attacks by Hamas on October 7, 2023, and the taking of hostages, emphasizing that such acts are unjustifiable. He also denounced the collective punishment of the Palestinian people, highlighting the dire humanitarian situation in Gaza, where civilians, including women and children, have suffered immensely. He called for an immediate and permanent ceasefire, the unconditional release of all hostages, and unhindered humanitarian access to alleviate the suffering of the population.

Threats to the Two-State Solution

The Secretary-General pointed out that developments in the West Bank pose significant threats to the viability of a two-state solution. He specifically mentioned the relentless expansion of settlements, the looming threat of annexation, and increasing settler violence as actions that must cease. Guterres described the current situation as morally, legally, and politically intolerable, urging a recommitment to the two-state solution before it becomes too late.

The Path Forward

Guterres posed a critical question to those opposing the two-state solution: what is the alternative? He warned against a one-state scenario that would deny Palestinians basic rights and perpetuate their suffering under occupation. He asserted that statehood for Palestinians is a fundamental right, not a privilege, and that denying it would only empower extremists. He concluded by stating that without a two-state solution, peace in the Middle East remains unattainable, and radicalism will continue to spread globally. Guterres called for bold leadership and decisive actions from all parties to ensure the realization of a viable two-state solution for the benefit of both Israelis and Palestinians, as well as for global peace and security.
