Russia Resumes Diesel Exports Following Trump Agreement Amid Global Oil Market Uncertainties

Russian diesel has started reaching global markets following a recent agreement with U.S. President Donald Trump, according to the Kremlin. The supplies are expected to help stabilize oil markets, although officials caution that they will not be sufficient to fully achieve that goal. Kremlin spokesman Dmitry Peskov confirmed the development, stating that the diesel shipments could have a positive impact on market stability.

Trump announced last week that Russia had agreed to supply diesel to help lower fuel prices. Following this agreement, Moscow partially lifted its ban on diesel exports starting October 10.

Russian diesel shipments resume

Data from financial information provider LSEG indicates that Russia has resumed diesel export loadings from the Baltic port of Primorsk. A tanker carrying approximately 40,000 metric tonnes of ultra-low sulphur diesel was loaded on October 13 and is en route to Morocco. Trump stated that Russia would supply over 300,000 metric tonnes, or 2.25 million barrels, of diesel to U.S. and global markets immediately, with an additional 500,000 tonnes expected in November and another million tonnes “immediately thereafter.” However, this initial volume is less than a day’s supply for the U.S. transport sector, which consumes about 2.94 million barrels daily.

Ukraine, European officials criticise deal

The agreement has faced criticism from Ukrainian President Volodymyr Zelenskyy, European officials, and some Republican politicians. Russia dismissed the European criticism as “cynical,” pointing out that European nations continue to purchase Russian oil and liquefied natural gas. This deal emerges amid ongoing tensions regarding energy ceasefire efforts between Russia and Ukraine.

Kremlin accuses Kyiv of undermining peace efforts

The Kremlin also accused Ukraine of undermining peace efforts following drone strikes on Russian oil refineries. Peskov stated that these actions contradict U.S. attempts to initiate peace talks. Ukraine had claimed to pause strikes on Russian refineries for three days but resumed them after Russia continued its attacks on Ukrainian energy infrastructure. Peskov criticized the Ukrainian government for not complying with the energy ceasefire announced by Trump.

The Associated Press reported that a drone strike caused a fire at a refinery in Ryazan, about 300 kilometers southeast of Moscow. A senior Ukrainian official confirmed the attack, while Russian authorities reported on the incident. Russia claimed to have targeted seven Ukrainian energy infrastructure facilities in response.
