Release of the 25th Edition of the ‘Secretariat Reforms’ Monthly Report for August 2025

The Department of Administrative Reforms and Public Grievances (DARPG) has unveiled its 25th edition of the monthly ‘Secretariat Reforms’ report for August 2025. This comprehensive document outlines various initiatives aimed at enhancing governance and administration in India. Key areas of focus include cleanliness drives, improving decision-making efficiency, and the implementation of e-Office systems. The report highlights significant achievements in reducing backlog and promoting transparency within government operations.

Swachhata Initiatives and Reduction of Pendency

The August 2025 report emphasizes the success of cleanliness initiatives across the nation, with over 5,545 sites participating in cleanliness drives. These efforts have led to the clearance of approximately 4.78 lakh square feet of office space. Notably, the Ministry of Railways and the Ministry of Coal emerged as the top contributors, freeing up 1,79,293 sq. ft and 1,25,988 sq. ft, respectively. Additionally, the government generated Rs 74.44 crore from scrap disposal, with significant contributions from the Ministries of Railways, Coal, and Heavy Industries.

The report also highlights effective record management, with a review of 62,811 physical files resulting in the disposal of 34,681 files. Public grievances saw a notable resolution rate, with 4,37,813 grievances disposed of, representing 84.41% of the total. Furthermore, 1,216 references from Members of Parliament and 242 from state governments were also addressed, showcasing the government’s commitment to resolving public concerns efficiently.

Best Practices in Office Management

In this edition, the report showcases best practices under the theme of “Efficient Management of Office Spaces.” Various ministries and departments have implemented strategies to enhance record preservation, transparency, and public accessibility. For instance, the Central Board of Direct Taxes in Guwahati has optimized waste disposal and vehicle parking at Aayakar Bhawan. Similarly, the Ministry of Electronics and Information Technology (MeitY) has successfully decluttered alleyways at its New Delhi office, demonstrating a commitment to improving office environments.

These initiatives not only promote cleanliness but also enhance the overall functionality of government offices. By prioritizing efficient space utilization, these practices contribute to a more organized and effective administrative framework, ultimately benefiting public service delivery.

Enhancing Decision-Making Efficiency and e-Office Implementation

The report outlines significant advancements in decision-making efficiency, particularly through the adoption of delayering initiatives. This approach has successfully reduced the average distinct transaction levels for active files from 7.19 in 2021 to 4.34 as of August 2025. Furthermore, the transition to digital processes is evident, with 94.68% of files created in August 2025 being eFiles.

The report also notes that 95.01% of receipts received were e-Receipts, with 64 ministries and departments achieving at least 90% adoption of e-Files. Remarkably, 19 ministries reported a 100% share of e-Receipts for the month. Inter-ministerial file movements reached 3,542 in August 2025, indicating streamlined administrative processes. These developments reflect the Government of India’s commitment to fostering a digitally enabled, transparent, and efficient governance model that prioritizes citizen engagement and responsiveness.
