RBI Sounds Warning on Digital Fraud and Increasing Bank Customer Complaints

India’s banking sector is experiencing a surge in digital transactions, but this growth comes with significant challenges. The Reserve Bank of India (RBI) has raised alarms over the rising incidents of online fraud and an increasing number of customer complaints. In its recent report, the RBI emphasizes the importance of customer protection and transparency, asserting that the integrity of the banking system hinges on how effectively banks address and resolve these issues.

Digital Fraud and Bank Accountability

The RBI has highlighted a troubling correlation between the rise in digital transactions and an increase in cyber fraud. To combat this issue, the central bank has implemented a principle-based authentication framework for digital payments. This initiative aims to enhance security and build customer trust in online banking. Additionally, the RBI has established a dedicated internet domain and numbering series for regulated entities, which helps customers identify authentic communications from their banks.

In a proactive approach to mitigate fraud risks, the RBI has instructed banks and financial institutions to bolster their internal controls. This includes appointing sufficient grievance officers and promoting digital financial literacy among customers. By educating users about potential risks and safe practices, the RBI hopes to empower customers to navigate the digital banking landscape more securely.

Steps to Clear Backlogs and Improve Systems

To enhance grievance redressal mechanisms, the RBI has reviewed the RB-IOS, 2021 scheme, expanding the ombudsman system to include state and central cooperative banks. This expansion is particularly beneficial for customers in rural areas, allowing them to file complaints under the same framework as their urban counterparts.

Furthermore, the RBI has proposed reforms to strengthen the role of the Internal Ombudsman. Under new draft directions issued in October 2025, banks will implement a two-level complaint resolution process. This change will empower Internal Ombudsmen to award compensation and interact directly with customers, expediting the resolution of complaints.

To address the backlog of unresolved cases, the RBI plans to initiate a two-month special drive starting January 1, 2026. This initiative will focus on complaints that have been pending with the Ombudsman for over a month. Additionally, the RBI is developing the Complaint Management System 2.0, which aims to improve tracking of complaints and provide clearer updates from the filing stage to resolution.

Future Regulations and Consumer Protection

In its ongoing efforts to enhance consumer protection, the RBI is also planning new regulations regarding the advertising and sale of financial products. These rules aim to establish uniform guidelines for recovery agents, preventing mis-selling and improper recovery practices.

Moreover, the RBI is reviewing the 2017 framework concerning customer liability in unauthorized digital transactions. This review is crucial to address emerging fraud patterns and ensure that customers are adequately protected in the evolving digital landscape. By taking these steps, the RBI aims to foster a safer banking environment, where customer trust and satisfaction are prioritized.
