Principal Scientific Adviser Releases Report on Evaluation

The Office of the Principal Scientific Adviser (PSA) to the Government of India has unveiled a significant study report titled “Evaluation of Innovation Excellence Indicators of Public Funded R&D Organizations.” This report aims to benchmark and enhance innovation performance within India’s publicly funded research ecosystem. Launched during the 15th CII Global Innovation and IP Summit 2025 in New Delhi, the initiative involved collaboration with the Confederation of Indian Industry (CII) and the Center for Technology, Innovation, and Economic Research (CTIER).
Launch Event Highlights
The report was presented by Prof. Ajay Kumar Sood, the Principal Scientific Adviser, in the presence of notable figures including Dr. Parvinder Maini, Scientific Secretary at the Office of PSA, and various industry leaders and researchers. The event served as a platform for discussing the importance of innovation in aligning research and development (R&D) efforts with national socio-economic priorities. Prof. Sood emphasized that the report is not merely a diagnostic tool but a strategic roadmap aimed at enhancing India’s innovation capabilities through data-driven insights and benchmarking.
Framework for Evaluation
The study introduces a pioneering framework designed to evaluate the innovation capacity and impact of public R&D institutions. This framework was developed through extensive stakeholder engagement and rigorous data analysis. It focuses on six key dimensions: research output and quality, technology transfer and commercialization, collaborations and industry engagement, intellectual property generation, societal and policy impact, and human resource development and capacity building. These indicators aim to provide a comprehensive view of innovation performance across various institutions.
Industry Perspectives
During the launch, industry leaders shared their insights on the evolving landscape of R&D in India. Dr. Udayant Malhoutra, Chairman of the CII National Committee on Design Innovation, highlighted the role of design-led innovation in enhancing global competitiveness. Meanwhile, Mr. Masood Mallick, Chairman of the CII National Committee on Waste to Worth Technologies, discussed the potential of R&D in waste management to unlock sustainable solutions. These perspectives underscore the collaborative spirit necessary for fostering innovation across sectors.
Future Directions
Following the report’s launch, the summit featured a session focused on fostering R&D partnerships to create effective co-innovation ecosystems. A panel of experts, including representatives from prestigious institutions and industries, discussed strategies for successful collaboration among research organizations, academia, government, and industry. This dialogue is crucial for advancing technological progress and ensuring that India’s R&D efforts are impactful and aligned with national priorities.
