Over 52 Lakh Digital Life Certificates for Pensioners Generated Using Facial Recognition

Union Minister of State for Science and Technology, Dr. Jitendra Singh, has officially launched the Nationwide Digital Life Certificate (DLC) Campaign 4.0, aimed at streamlining the life certification process for pensioners. This month-long initiative, which commenced on November 1 and will run until November 30, has already generated over 5.5 million Digital Life Certificates within its first four days, with a target of reaching 20 million by the end of the campaign. The program is designed to ensure that all pensioners, regardless of their location or mobility, can easily submit their life certificates.

Overview of the Campaign

The DLC Campaign 4.0 is a significant advancement in the government’s efforts to simplify the life certification process for pensioners. Dr. Jitendra Singh highlighted the success of the previous campaign, DLC 3.0, which took place last year and resulted in the generation of 16.2 million certificates. Notably, 5.2 million of these were submitted using face authentication technology, showcasing the government’s commitment to leveraging technology for the benefit of senior citizens. This year, the campaign is being conducted across nearly 2,000 districts and towns through 2,500 camps, coordinated by 1,250 nodal officers, ensuring widespread accessibility.

Collaboration and Support

The campaign is a collaborative effort involving 19 Pension Disbursing Banks, India Post Payments Bank, and various Pensioners’ Welfare Associations. The initiative aims to reach pensioners in remote and rural areas, with IPPB organizing camps in over 1,600 districts. This outreach is facilitated by a network of 180,000 postmen and Gramin Dak Sewaks, who provide doorstep services to pensioners, regardless of their pension-disbursing bank. The government has also established a dedicated DLC portal, mapping over 2,500 camp locations across 1,850 cities and towns, ensuring that the process is efficient and user-friendly.

Technological Innovations

A key feature of the DLC Campaign 4.0 is the emphasis on Face Authentication Technology, developed with support from the Ministry of Electronics and Information Technology (MeitY) and the Unique Identification Authority of India (UIDAI). This technology aims to make the certification process more seamless for elderly pensioners. The campaign is further supported by extensive publicity efforts through various media channels, including social media, SMS campaigns, and short films, all under the hashtag #DLCCampaign4. This makes it one of the largest digital empowerment initiatives for pensioners in India.

Dr. Jitendra Singh expressed that the Digital Life Certificate initiative is a testament to the government’s commitment to citizen-centric governance.
